You will serve as a SUPERVISORY FINANICAL MANAGEMENT ANALYST in the Program Executive Office Unmanned and Small Combatants, Expeditionary Missions Program Office (PMS 408) of PEO UNMANNED AND SMALL COMBATANTS. You will support the expeditionary mission requirements of the Navy, Joint Service, and Coalition and Partner Nations.
Duties
You will serve as the Lead Business Financial Manager (BFM) and is overall responsible for the execution of all aspects of their program financial management portfolio.
You will be the principal advisor to senior managers on the development and implementation and, revision of financial management policies plans, and programs to facilitate the effective, efficient, and timely application of financial resources.
You will generate, recommend, and implement new and revised financial management concepts, methodologies, policies, and strategies in support of the organization's programs.
You will be intimately familiar with various FM tools, to include: ERP, PBIS, EDW, COBRA, NEPS, SOCOM PORTAL and Financial Execution Module (FEM).
You will direct and/or perform continuing program execution review, analysis and appraisal of the major operating and support programs within the organization.
You will prepare briefs for senior managers on program execution and provide recommendation to correct program variances or problem areas.
You will provide interpretive and analytical advice on financial transactions and program execution; develop format and content to provide manager with various listing, reports, and data relative to status of funds and status of obligations.
You will ensure the financial integrity, timeliness, accuracy and validity of supporting managerial accounting, budget execution, and financial management reports.
You will coordinate the development and reporting of cost/performance information in support of mission tasks for the organization.
You will promulgate approved financial management policies within the organization based on DON policy and develops and issues implementing procedures.
You will prepare or review responses to external audits; e.g., FMB, GAO, etc., which involve financial management policy and procedure.
You will conduct management evaluation of issues of financial consequence raised in audit reports, budget reviews, etc. and recommends alternatives for corrective action.
You will effectively communicate and coordinate with both internal (i.e. SEA01, SEA02, SEA10, PEOs, Program Offices) and external (i.e., OPNAV resource sponsors/FMB, NAVSPECWARCOM, USSOCOM, etc.) stakeholders.
You will be responsible for management of reimbursable/sponsor funded personnel billets.
You will be responsible for establishing DTS travel lines, cross assignment of personnel in support of mission travel and coordinating with resource sponsors for travel funding.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This position is a designated Critical Acquisition Position (CAP). You must sign a three-year tenure agreement prior to assuming the position unless a tenure waiver is approved.
- This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the pay band NH-03 (GS-13 equivalent) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: leading or developing financial management analysis functions (e.g. creating financial management plans, directing financial program reviews, or developing high level budget summaries) for an organization.
