This position is located at Departmental Offices,Management CFO- DAS Mgmt Budget. As a Budget Analyst, you lead in budget planning, formulation, execution and expensing to clients of services within the framework of the budget authority(ies).

Duties
The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties and will receive training to help you grow in this position.
Take the lead in assigned duties related to the formulation, presentation, execution and analysis of all Treasury Enterprise Services budget requirements. Assigned duties include: (1) preparation of all budget documents, consistent with approved programs and based upon approved budget allowances; (2) program and budget formulation through analysis of the validity, adequacy, feasibility, and balance of proposed programs; (3) recommendation of budgetary levels and program mixes; (4) preparation and coordination of budget justification materials; (5) projection of appropriate levels of budget authority, obligation and outlay for future years; (6) long range budget planning; (7) analysis of budgetary trends and funding history.
Develop expert advice and guidance to budget program officials on the preparation of budget estimates and critiques data prior to submission. Secure approved financial plans in support of adequately supported levels of operations and bureau requirements. Manage financial resources characterized by complex funding arrangements such as reimbursements, funds transfer, allocation of expenses to agencies, memorandums of understanding and Agencies monetary transfer process.
Advise management of the time phasing of budget plans, acquisitions and use of funds to coincide with payments to contractors for milestone completion in the areas of development, procurement or modification of systems. Review long-range budgetary and program requirements to assure conformance with established agency policies and funding authorities.
Qualifications
You must meet the following requirements by the closing date of this announcement.
GS-13: Specialized experience is fifty-two (52) weeks of experience at the GS-12 level, or equivalent, that is directly related to the position, and which has equipped the candidate with the knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience at this level is defined as:
- Executing budget or formulation needs for a customer organization; AND
- Independently performing review and analysis of budget information; AND
- Preparing and presenting budget justifications and findings to senior management.
GS-12: Specialized experience is fifty-two (52) weeks of experience at the GS-11 level, or equivalent, that is directly related to the position, and which has equipped the candidate with the knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience at this level is defined as:
- Executing budget and/or formulation needs for a customer organization; AND
- Independently performing review and analysis of budget information; AND
- Preparing and presenting budget justifications and findings to senior management.
GS-11: Specialized experience is fifty-two (52) weeks of experience at the GS-9 level, or equivalent, that is directly related to the position, and which has equipped the candidate with the knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience at this level is defined as:
- Executing budget and/or formulation needs for a customer organization; and
- Performing review and analysis of budget information.
OR you may substitute education for specialized experience as follows:
- a Ph.D. or equivalent doctoral degree; OR
- 3 full years of progressively higher level graduate education leading to such a degree; OR
- a LL.M., if related; OR
- You may qualify on a combination of education and experience. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education.
GS-9: Specialized experience is fifty-two (52) weeks of experience at the GS-7 level, or equivalent, that is directly related to the position, and which has equipped the candidate with the knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience at this level is defined as:
- Performing review and analysis of budget information.
OR you may substitute education for specialized experience as follows:
- a master's or equivalent graduate degree; OR
- 2 full years of progressively higher- level graduate education leading to such a degree or LL.B. or J.D., if related; OR
- You may qualify on a combination of education and experience. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education.
The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
