This announcement will be used to fill positions with an entry grade of GS-07, GS-09, or GS-11 with a target grade of GS-11.
Duties
Analyze, plan, and evaluate directorate functions to determine validity, propriety, accuracy, and adequacy of work processes.
Apply knowledge of automated systems and regulatory/statutory requirements to identify problems.
Examine wide variety of documents, records, and related reports, and processes, to ensure accordance with Government Accountability Office (GAO) procedures and regulations.
Provide financial management technical advice and assistance to functional directorates in identifying problem areas.
Interpret applicable guidelines and regulations to assist in implementation of directed internal procedural changes to accomplish financial management objectives.
Perform analysis and make recommendations for corrective or enhancement actions to ensure the adequacy of the internal control operations.
For vacancies filled at less than the full performance level of the position, duties will be developmental in nature.
Requirements
- Must be a U.S Citizen or National.
- Registered for Selective Service (males born after 12-31-1959).
- Suitable for Federal employment.
- Time after Competitive Appointment: Candidates must have served 3 months after latest competitive appointment in the Federal service.

Qualifications
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade within the federal service that demonstrates the ability to perform the duties of the position is required.
Specialized experience at the GS-07 level is defined as: applying financial laws, principles, systems, policies, methods, and practices to provide routine technical guidance to managers, employees and/or customers; gathering data from financial systems; researching financial policies and laws to resolve common financial issues.
Specialized experience at the GS-09 level is defined as: researching and interpreting financial regulations, policies, and laws to provide substantive recommendations and advice to managers; analyzing and evaluating reports and data from financial systems to identify issues and discrepancies; researching and interpreting financial policies and laws to resolve financial issues.
Specialized Experience at the GS-11 level is defined as: performing financial management analysis to identify operational issues in support of a finance mission; applying knowledge of financial management principles as they relate to automated systems processing and financial operations; and researching financial directives and regulations to assess their impact on current and planned operations.
GS-07 Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-05 or higher grade in Federal Service.
GS-09 Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-07 or higher grade in Federal Service.
GS-11 Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-09 or higher grade in Federal Service.
Education
GS-07 Substitution of Education for Experience: One full year of graduate level education or Superior Academic Achievement (http://www.opm.gov/qualifications/policy/ApplicationOfStds-04.asp) may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements.
