Duties

Provides expert business experience and direction to the budgeting and contracting strategies and execution for the Portfolio and all the of Automated Information Systems (AISs). AISs include Distribution Standard System (DSS), Vendor Shipment Module (VSM), Warehouse Management System (WMS), Voice Pick, Voice Stow and Equipment Control System (ECS). Serves as the Budgeting and Contracting Subject Matter Expert (SME) on assigned projects, working groups, and integrated product teams (IPTs). Provides senior technical direction, guidance, and leadership for orchestrating the development, integration, maintenance, and operations of DLA systems (such as WMS, DSS, and VSM), and other DoD-wide enterprise business capabilities). Areas of responsibility include the planning, tracking, execution, and risks of cost, performance, and schedule for the acquisition lifecycle for the Portfolio's contracts. Directs implementation of a specific project segment providing expert guidance on the rapid implementation and development of Enterprise business capability. Utilizes Commercial Off-The-Shelf (COTS), Enterprise Resource Planning (ERP), and Government Off-The-Shelf (GOTS) packages. Performs continuing analysis and feasibility evaluations of software/hardware proposals, trends and concepts in terms of validity in user environments, and impact on invested operating systems and user organization. Performs continuing analysis and feasibility evaluations of implications regarding adequacy of hardware facilities, cost-effectiveness, trade-offs, etc. May perform as a Contracting Officer Representative (COR) or Contracting Office Technical Representative (COTR). Expert in the knowledge and procedures necessary for coordinating and evaluating timelines associated with acquisition process of IT services, software licensing, and sole source justifications. Expert in the development of technical evaluation factors in support of assigned programs/projects outsourced to commercial activities Advises teams of functional analysis and IT professionals in the planning, designing, training, initial fielding, operation, and maintenance of the specific applications supported and DoD business information technology systems in general.

Qualifications

To qualify for an IT Specialist (APPSW/SYSANALYSIS), your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and is directly in or related to this position. To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Credible specialized experience includes: Planning, budgeting, tracking, and carrying out vital Warehouse Management and Transportation System projects. Serves as the Budgeting and Contracting Subject Matter Expert (SME) on assigned projects, working groups, and integrated product teams (IPTs) to provide senior technical direction, guidance, and leadership for orchestrating the development, integration, maintenance, and operations of DLA systems (such as WMS, DSS, and VSM), and other DoD-wide enterprise business capabilities). Provides expert Business experience and direction to the Budgeting and Contracting strategies and execution for the Portfolio and all the of Automated Information Systems (AISs) such as Distribution Standard System (DSS), Vendor Shipment Module (VSM), Warehouse Management System (WMS), Voice Pick, Voice Stow and Equipment Control System (ECS). For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. 1. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
