About the Position: This position is in the Naval Medical Center Office of Resource Management, Financial, San Diego, California. San Diego is a city on the Pacific coast of California known for its beaches, parks and warm climate. Immense Balboa Park is the site of the San Diego Zoo, as well as numerous art galleries, art studios museums and gardens. A deep harbor is the Home to a large active naval fleet, with the USS Midway an aircraft-carrier-turned-museum, open to the public.

Duties

Maintain and manages the operation of the Automated Time and Attendance Production System (ATAAPS), DCPS, and the Civilian Payroll Customer Service Representative function. Train new on-board and existing staff in the recording and processing of civilian employee pay to include training on recording and timekeeping procedures in ATAAPS. Conduct special studies and works on projects which address pay problems/issues encountered across management functional lines for the elimination or reduction of similar problems in the future. Assist, with concurrence of the Payroll Division supervisor, the Accounting Division financial management analysts with functions of the Accounting Division as requested by the Accounting Division supervisor. Contacts the appropriate authority to ensure proper follow up corrective action was taken. Coordinate with CHRA, DHA Human Resources, BUMED Human Resources or other human resources organizations as appropriate for determining employee eligibility, tracking and maintaining documentation for special leave programs.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • This position has been designated "Mission Essential". In the event of severe weather conditions or other such emergency type situations the incumbent is required to report to work or remain at work as scheduled to support mission operations.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This position has a Temporary Duty (TDY) or business travel requirement of 05% of the time.
  • This position has a mandatory seasonal influenza vaccination requirement and is subject to annual vaccination.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes Generating reports from an automated payroll system; Assisting employees in preparing pay-associated documents; Preparing background information or manual computations of pay or leave for special cases; and Determining appropriate regulations or guidelines to utilize when researching payroll issues. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as:Finance, Public Administration, Accounting, or Business Administration. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
