This position is located in U.S. Department of Agriculture, Rural Development (RD), Business Center, Operations Office, Enterprise Office, Enterprise Operations Division, Support Services Branch and serves as the Lead Support Services Specialist. Remote/Virtual: No Selectees will report to USDA, Rural Development office in the listed location.

Duties

Uses independent judgement to communicate the Branch's mission, objectives, and strategic plan and integrate into the team's goals, objectives, work plans, product/services. Coaches the team with methods/techniques for problem solving and provides advice regarding practices, procedures, and identifies parameters for solutions. Creates, maintains and safeguards program records, procedures, policies, and directives to ensure accessibility/transparency within the team and the Branch. Tracks, maintains records, and reports work accomplishments and administrative information of the team for the Branch Chief. Develops and implements new or modified guidance, work processes, and administrative management practices to improve timeliness, efficiency, and effectiveness.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade: Current federal employees applying for a promotion opportunity must meet the Time-in-Grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. For the GS-13 grade level: Applicants must have 1 year of specialized experience equivalent to at least the GS-12 or its nonfederal equivalent that demonstrates: Coordinates and evaluates and manages operational activities; leads, assigns, and monitors team projects. Demonstrates knowledge of the methods and procedures for providing or performing a variety of functions such as planning, oversight or administrative processes, maintaining inventory and equipment, and advisory duties for space and facility management, personal property, supply management, shipping and receiving, printing services, and mail management. There is no education substitution for this grade level. NOTE: To be considered for this position, you must meet all qualification and eligibility requirements for the GS-0342 series set forth in the Office of Personnel Management (OPM) Qualification Standards by the closing date of the announcement.
