You will serve as a Financial Manager in the Large Surface Combatant (DDG(X)) Program Office of PROGRAM EXECUTIVE OFFICE SHIPS.
Duties
You will coordinate with other functional Principal Assistant Program Managers (PAPMs) within the program to manage all aspects including programmatic, technical, and financial.
You will serve as the DDG(X) program's expert for financial management rules and regulations, appropriation laws, budget formulation and execution for multiple appropriations.
You will develop and execute various phases of the program/project by conducting surveys, on-site investigations, and discussions with operating officials
You will study and analyze program/project policies, directives, mission plans, and other similar material.
You will monitor operating programs/projects to measure progress towards reaching objectives effectively and economically.
You will identify actual or potential problems areas, trends, significant accomplishments, merit and deficiency situations, areas of imbalance, and other similar factors.
You will translate technical requirements into properly programmed and phased budget requests, and then into appropriate funding vehicles and procurement requests.
You will formulate budget data for assigned hulls and staffs data calls and other requests for information.
You will be responsible for performance analysis and reporting, official correspondence, and acts as the Program Manager's representative for program financial management.
You will lead meetings held for the purpose of deciding to modify or initiate a new program/project.
You will set priorities, prepare schedules for work completion, and ensure the timely performance of satisfactory work efforts.
You will evaluate employee performance and recommends appropriate incentives.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower pay band, NH-03 (GS-13 Equivalent), in the Federal service or equivalent experience in the private or public sector managing the budgeting or financial management activities (e.g., financial planning and execution, budget analysis and reviews, cost-benefit analysis, budget formulation and execution, cost estimates, resource constraints and allocation, financial data analysis, audits, strategic planning, project funding requirements, or financial reporting) of an organization to ensure compliance with financial directives, principles, policies, or procedures.
