About the Position: This position serves as a Logistics Management Specialist for the Acquisition Support Branch, Services and Products Division, G4 Directorate of Logistics and Acquisition, U.S. Army Security Assistance Command. USASAC is the Implementing Agency and focal point for Army foreign military sales.

Duties

Receive and evaluate customer requests for equipment and services, refining requirements as needed. Supplement logistics management and security assistance specialties through consultation with subject matter experts. Perform full range of pre- and post- contract award actions as Contracting Officer representative. Identify potential government or commercial sources and develop acquisition strategy/cost estimates. Advise foreign and US officials on best approaches to fulfill requirements within the scope of federal regulations and security assistance policies.

Requirements

  • Must be able to obtain and maintain a Secret security clearance.
  • Percentage of time to be spent TDY is 20%.
  • The position requires DoD SC Workforce (SCW) Certification. The incumbent must complete certification-related training requirements in the SC Area of Concentration (AoC) within the timeframe associated with the position?s SCW certification level.
  • Contracting Officer Representative (COR) Certification required within 2 Months of on-boarding.

Specialized Experience: One year of specialized experience which includes: 1) developing procurement and contract documentation to include purchase requests, purchase card justifications, cost estimates, and/or market research; 2) resolving contract problems, and monitoring contractor performance, delivery of contracted materiel and services, and closure of contracts; 3) entering data in logistics, financial, and/or security assistance management systems; and 4) coordinating logistics projects to insure consistency with regulatory guidance and mission. This definition of specialized experience is typical of work performed at the second lower grade/level position in the Federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Customer ServiceOral CommunicationOrganizational AwarenessPlanning and Evaluating Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
