This position serves as a program/policy analyst, evaluator, and advisor to management and key internal/external agency stakeholders. In this position, the incumbent will be responsiblle for planning, evaluating, and/or imporoving the effectiveness of administrative/management operations and/or technical programs and policies.
Duties
Duties performed:
Performs advanced evaluation of programmatic or business operations to aid managers and other key stakeholders in making informed decisions on program, planning, and policy issues.
Serves in a consultant role to medical center leadership providing guidance, recommendations, and oversight of activities related to data analysis of workload capture, resource utilization, information management, revenue enhancement, and VERA funding.
Evaluates existing internal processes and procedures.
Uses qualitative and quantitative analysis methods to analyze program-related data and identify and analyze program or policy issues using quantitative data. Identifies data requirements for effective program evaluations.
Monitors program trends through analyses of statistical data; designs statistically valid surveys, questionnaires, and data analyses techniques to evaluate programs.
Develops and evaluates alternative program evaluation and costs benefits analysis tools for consistent, continuing, effective program evaluation.
Work Schedule: Monday - Friday 8:00AM - 4:30PM; Subject to change based on the needs of the service.
Compressed/Flexible: Subject to Managements discretion.

This position is a Regular Telework position but must reside in the commuting area.
Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/20/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of a clinical program; experience planning, organizing, and developing studies or projects, making recommendations on operating programs and negotiating with others to accept and implement recommendations; and experience evaluating and making recommendations regarding health care delivery systems. (This experience must be supported by your resume to be creditable.).

Physical Requirements: The work is primarily sedentary, requiring no special physical demands although occasional travel is required.
