The primary purpose of this position is to plan, organize, manage, advise, and train others on matters of protocol for the conducting of distinguished visitor (DV) visits, ceremonies, official social functions, and special commanders' conferences. the position has oversight of the maintenance, operation and support of the 89th Airlift Wing Flightline.
Duties
Provides substantive protocol support for all DV visits to Joint Base Andrews Flightline.
Serves as the supervisor and point of contact for all training functions, to include newly assigned personnel, and the maintenance, operations and support training for 89th Airlift Wing Protocol.
Serves as point of contact for coordinating, planning, and directing administrative operations
Responsible for knowledge of fiscal regulations and laws pertaining to legal expenditure of APF and NAF for entertaining, ceremonies, and mementos.
Requirements
- Position may require unusual work irregular duty hours, e.g., nights, weekends, and holidays. Work outside of normal duty hours is expected and should be anticipated.

- Employee must be articulate, polite/tactful, flexible to changes, demonstrate leadership under pressure and display professional personal appearance and grooming.
- This position may require the employee to occasionally travel away from the normal duty station to perform the protocol mission
- This is a drug testing designated position. The incumbent is subject to random testing for drug use.
- The work requires the employee to drive a motor vehicle. An appropriate, valid driver's license is required for the position.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience include is to plan, schedule, coordinate, advise, execute, and manage the protocol training program for Joint Base Andrews Distinguished Visitor Lounge. Joint Base Andrews operates the busiest Flight Line Protocol operation in the Department of Defense. Work accomplished directly and significantly impacts the ability of senior leader DVs to keep their itineraries and to ensure that they can focus on the issues making sound decisions that shape world events. Work also ensures that military traditions and observances are upheld through ceremonies and events, enhancing military-relations with community and government leaders as well as the general public. As an extension of the diplomatic arm of the United States, acts as a goodwill ambassador.
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. NOTE: You must submit a copy of your transcripts.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in?-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the concepts, principles and practices of a protocol program. Knowledge of Air Force protocol and that of other services and countries is desired.
2. Knowledge of safety and security regulations, practices, and procedures. Comprehensive knowledge of and ability to apply protocol order of precedence, flag protocol, drill and ceremonies and formal dining procedures.
3. Ability to plan, organize and direct the functions and staff.
4. Ability to communicate effectively, both orally and in writing. Skill in interpersonal communications; applying tact, diplomacy, and appropriate manners at all times. Articulate in advising senior leaders on appropriate protocol measures.
5. Ability to effect goal accomplishment.
6. Skill in handling time management and protocol issues, and ability to quickly adapt to changing
situations.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
