This position is located in the Office of Press and Public Diplomacy (PPD) located within the Bureau of South and Central Asian Affairs (SCA) in the Department of State (DOS). SCA/PPD informs, guides, and advances U.S. foreign policy objectives in the countries of South and Central Asia, including Afghanistan, and Pakistan through public diplomacy resources and expertise across all sectors.

Duties

Serves as a Grants Officer with responsibility for planning, awarding, administering, and accountability for grants and cooperative agreements supporting public diplomacy and foreign assistance programs in multiple SCA countries. Performs risk assessments of grant applicants prior to grant awards by reviewing audits, financial reporting, past performance data, proposed sub-recipients and beneficiaries, and risk factors specific to the proposed activity/geographic location. Designs and implements effective and innovative risk mitigation measures particularly in insecure regions to safeguard Federal funds during project execution. Provides technical expertise on and is responsible for the full range of functions related to the award and administration of a broad array of discretionary short and long-term grant and cooperative agreement awards. Oversees program accomplishments and effectiveness in meeting the objectives and assesses the need to make changes in plans and priorities.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must applying for the GS-13 must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience in managing multiple streams of funding simultaneously, including Foreign Assistance and other types of related funding in support of U.S. policy goals.  Experience planning, executing and managing complex programs through grants and agreements in countries facing significant security challenges and political unrest.  Experience applying grants management principles, policies, regulations, and procedures to administer a group of highly intricate Foreign Assistance awards.      There is no substitute of education for specialized experience for the GS-13 position.
