You will serve as an Engineering Technician (Materials) in the NUCLEAR MATERIAL DIVISION (CODE 2305) of PSNS and IMF.
This announcement is for an Upward Mobility Program position.
Duties
You will be responsible for ordering the correct material for maintenance, overhaul, conversion, alteration, or recycling of Naval nuclear propulsion plants and related support facilities.
You will be required to address administrative and technical problems as well as communicate material status and availability information.
You will identify potential critical material, solve material deficiencies, determine material interchangeability, and identify logistics deficiencies.
You will analyze the technical specifications of products to ensure compliance with requirements, and proposes alternatives as needed.
You will assist in the research of available sources for required material, developing solutions to project material conflicts and problems.
You will assist with the coordination of excessing of project materials and material substitution or use of alternate source material.
You will establish material priorities and expedites delivery and inspection of controlling material.
You will perform engineering and planning services for material and logistics support for new or large systems with numerous subsystems.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
- Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

This program is designed to provide Department of Navy employees career growth opportunities who have potential but do not presently meet the Office of Personnel Management qualification requirements for this position. The entry level for this position is GS-09 with a full performance level of GS-11.
Knowledge of employees selected may vary and will require the development of an individually tailored training plan to assist them in qualifying for the full performance level of this position. Eligibility requires that the employee be performing satisfactorily, complete all training requirements, acquire the requisite qualifications and have met time-in-grade eligibility for career ladder promotions.
This recruitment is open to current UIC 4523A employees who possess the basic knowledge, skills, and ability at or equivalent to WG-10 or GS-09 grade level or pay band in the Federal service or equivalent in the private or public sector interpreting or utilizing material technical engineering documents, instructions, drawings or sketches for the repair or maintenance of ships or industrial equipment.

Must be a current permanent employee serving under a competitive appointment, or under a time-limited or excepted appointment that provides for noncompetitive conversion to a permanent appointment (e.g., VRA, Schedule A)
Employees must be WG-10 or GS-09 (or higher) to be eligible for this opportunity
