The primary purpose of this position is to perform various budget functions involving the formulation, justification, and/or execution of budgets for AF/A10 Executive Service programs or projects. This work requires knowledge and skill in the application of related laws, regulations, policies, precedents, methods and techniques of budgeting.

Duties

Performs budget formulation work involving preparation of detailed analyses and estimates of annual funding needs for AF/A10 organizations/programs into a consolidated budget request. Performs budget execution and administration work involving the monitoring of obligations incurred and the actual expenditures of a budget with different sources and types of funding such as direct, annual, reimbursement funds and no year appropriations, apportionments, allotments, transfer of funds from other agencies, revenue from industrially funded operations and refunds. Presents, defends and competes for HAF resources during all phases of PPBE. Uses automated budgetary system(s) and computer-generated products in accomplishing budgeting assignments.

  • Position will be developmental to the target grade of GS-13. Upon completion of appropriate training and time in grade requirement, incumbent may be noncompetitively promoted to the next grade.
  • TRAVEL AND RELOCATION EXPENSES WILL BE PAID in accordance with the JTR AND AFMAN 36-606. This is a centrally managed position.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. GS-12 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes detailed, intensive knowledge of the policies, precedents, goals, objectives, regulations, and guidelines of a functional area such as financial oversight, budget formulation, and/or budget execution to include knowledge of the laws and regulations governing accounting procedures and generally accepted accounting principles and standards. GS-13 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes comprehensive knowledge of the financial and budgetary relationships between subordinate and most senior levels of financial management and budgeting within the employing entity; and/or between the organization and programs of other Federal, State, and local governments, private industry and large public organizations to include knowledge of and ability to interpret financial reports, schedules, and statements; and an understanding of budget and cost functions, interrelated activities, and statutory and regulatory requirements of a wide variety. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-?grade requirements to be considered eligible. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: GS-12 1. Knowledge of the laws and regulations governing accounting procedures and generally accepted accounting principles and standards. 2. Knowledge of financial management systems and concepts. 3. Knowledge of automated data processing concepts, and systems capabilities, to effectively complete assignments 4. Skill in the design and development of programming procedures and specifications. 5. Skill in written and oral communication sufficient to prepare reports and guidance and to provide briefings on controversial or complex topics. 6. Ability to gather, assemble, interpret, and analyze financial management information and present it in written reports, statements, and platform briefings. GS-13 1. Knowledge of and ability to interpret financial reports, schedules, and statements; and an understanding of budget and cost functions, interrelated activities, and statutory and regulatory requirements of a wide variety of DoD and Air Force activities. 2. Comprehensive knowledge of financial management and budget formulation systems and concepts, and program policies, principles, and practices. 3. Knowledge of Public Law, DoD and Air Force policies, processes, procedures, regulations, and directives governing financial management and budget formulation systems' processes and procedures. 4. Ability to communicate effectively with others both orally and in writing, in working out solutions to problems or questions relating to work. 5. Ability to prepare special studies and staff reports including the ability to meet emergency and/or changing system requirements within available resources and with minimum sacrifice of quality or quantity of work. 6. Ability to gather facts and use effective, analytical, and evaluative methods to accurately assess information and make sound problem solving decisions. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Additional Conditions of Employment: This is a developmental position that leads to the full performance level. The incumbent will receive on-the-job training designed to provide the opportunity to perform the duties at the full performance level. The incumbent may be noncompetitively promoted to the next performance level upon (1) satisfactorily completing the training requirements (2) satisfactorily performing at the next performance level (3) meeting all OPM legal and regulatory requirements for promotion and (4) recommendation for promotion by the supervisor. This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program.
