You will serve as a Supervisory Financial Management Analyst in Code V162000 of NAVAL AIR SYSTEMS COMMAND.

Duties

Serve as the senior liaison for budget, accounting, or financial management policy and procedures within the organization. Direct and/or perform continuing program execution review, analysis and appraisal of the major operating and support programs within the organization. Prepare briefs for senior managers on program execution and provides recommendations to correct program variances or problem areas. Provide interpretive and analytical advice on financial transactions and program execution. Coordinate the development and reporting of cost/performance information in support of mission tasks for the organization. Prepare or review responses to reviews or audits; e.g., FMB, GAO, DODIG etc. which involve financial management policy and procedure. Conduct management evaluation of issues of financial consequence raised in audit reports, budget reviews, etc. and recommends alternatives for corrective action.

Requirements

  • This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • Must be a US Citizen.
  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.

  • Generally, current federal employees applying for ACQ Demo Project jobs must serve at least one year at the next lower pay band. This requirement is called time-in-band. Time-in-band requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final Secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a Career Field Business Financial Management, Level 3. Certification is required within 24 months of appointment.
  • Must obtain and maintain certification in accordance with DoD Instruction 5000.66.
  • Acquisition Workforce (AWF) members must complete 80 hours of Continuous Learning Points (CLPs) every two (2) years, in accordance with DoDI 5000.66.
  • Workforce members are encouraged to earn their CLPs by completing Defense Acquisition University (DAU) Credentials.
  • Obtain certification within the allotted grace period and maintain CLPs before and after achieving certification are conditions of employment. Failure to meet these requirements could result in disciplinary action and/or removal from employment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-03 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Mastery of concepts, principles, laws, and regulations of financial administration or budgeting; 2) Collaborating with resource sponsors and key stakeholders to resolve critical budget and financial management issues; 3) Providing interpretive and analytical advice on program execution to include recommendations for corrective action or identification of risk areas; 4) Preparing briefing material for senior managers and external stakeholders on budgetary data and program execution; 5) Evaluating and advising on issues of financial consequence raised in budget reviews, audits, etc.; 6) Developing the competencies of others to perform and contribute to the organization by providing a learning environment of ongoing feedback and opportunities; 7) High level of proficiency in financial systems and databases to include Navy Enterprise Resource Planning (N-ERP) and the Program/Budget Information System (PBIS) database and PBIS Web applications.
