This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for AcqDemo Business and Technical Management Career Path (NH) to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serve as Chief of the Strategic Initiatives Group performing work associated with strategic planning, concept development, acquisition workforce initiatives, organizational inspection programs, Army Materiel Systems Analysis Activity manpower projects, etc.
Duties
Oversee the Program Executive Office strategic planning process including the development of long-range strategic planning, problem-solving, decision-making on allocating resources, and identifying other matters.
Surveys PEO/PMs/directors/APEOs to determine long-range issues identifying those that will be considered at the planning sessions and compiles survey results.
Reviews objectives and issues with PEO/PMs/directors/APEOs to clarify the issues and ensure each is consistent with those of other stakeholders.
Structures the planning agenda according to the priority of the issues to be addressed.
Develops synopsis of the most critical issues for the PEO's final decisions/guidance to the planning session.
Participates, as a functional authority and with other subject matter experts (SMEs) in high level, multi-functional tasks, oversees the accomplishment of long-term transitions and other implementation plans for all strategic planning efforts.
Performs the full range of administrative and technical supervisory duties for lower graded subordinate employees.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- One year trial/probationary period may be required.
- You will be required to provide proof of U.S. Citizenship.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Program Management certification within 48 months as of entrance on duty.
- Must be able to obtain a Top Secret/SCI clearance.
- Drug Test Required.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one- year probation to assess your ability to perform supervisory duties is required unless previously completed.
- This position requires the selectee to sign a written tenure agreement to remain in the Federal service in this position for at least three (3) years.

In order to qualify, you must meet the experience requirements described below. You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year experience equivalent to the NH-03/GS-13 grade level or equivalent pay band in the Federal service that includes: 1) Conducting strategic planning, development of business management plans, staffing plans and the management of existing processes that enable the organization to execute its mission requirements; 2) Designing comprehensive studies where the boundaries are extremely broad and difficult to determine in advance; and 3) Experience maintaining flexibility to adjust or redirect long-range strategies and plans to accommodate changes in resource availability, program authority, or directives/legislation governing the organization.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03/GS-13).
Additional Requirement for CAPS:
Highest category of certification in the applicable functional area, except for Program Management, which requires Practitioner or higher category certification.
Incumbent must execute 3-year tenure agreement, except as tailored by the CAE

4 years of acquisition experience
