You will serve as a Financial Management Analyst Office in the General Counsel, code 07 of OFFICE OF NAVAL RESEARCH.
Duties
You will conduct month-end reporting, reconciliations and analysis, and will ensure all financial and accounting data are accurately posted to systems such as DFAS.
You will be responsible for and will oversee the process of collecting quarterly royalty reports, annual minimum guarantees, licensing fees, and perform audits to ensure accurate reporting.
You will implement legal and regulatory controls over approved budgets.
You will evaluate budget requests and reporting of obligations and expenditures.
You will analyze and recommend costs and benefits of administrative operations.
You will formulate budget and cost estimates to support plans, programs, and activities, including presenting and defending budget estimates before authorities.
You will be responsible for performing accounting and financial administrative procedures, practices, and regulations for the royalties invoiced and collected from the licensing of Navy trademarks.

Qualifications
NO-03:
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-05/10) or pay band (NO-02) in the federal service or equivalent experience in the private or public sector performing most or all of the following duties: (1) Developing, interpreting, and presenting of budgetary policies and practices in support of the organizations plans, programs, activities, and regulations;(2) Reviewing and evaluating budget requests; (3) Controlling and reporting of all expenditures; and
(4) Advising on effective and efficient methods for the use of funds to support the organization's programs.
NO-04 (Full Performance Level):
I have at least one year of specialized experience equivalent to the next lower grade level (GS-11/12) or pay band (NO-03) in the federal service or equivalent experience in the private or public sector performing most or all of the following duties: (1) Overseeing, analyzing, and approving the development of budgetary policies and practices in support of the organizations plans, programs, activities, and regulations; (2) Implementing legal and regulatory controls over approved budgets; (3) Developing, implementing, and presenting more effective and efficient methods for the use of funds to support the organization's programs. (4) Reviewing budget request and reporting all expenditures; and (5) Development and interpretation of budgetary policies and practices.
