You will serve as a Staff Deputy Financial Management Analyst in the Program and Business Analysis Department of PEO FOR TACT A/C. If selected, your salary will be set according to the established control points of this position which is $132,368-$172,075.

Duties

You will serve as the senior liaison for budget, accounting, and financial management policy and procedures within the organization. You will direct and perform continuing program execution review, analysis, and appraisal of the major operating and support programs within the organization. You will prepare briefs for senior managers on program execution and provide recommendations to correct program variances or problem areas. You will provide interpretive and analytical advice on financial transactions and program execution. You will coordinate the development and reporting of cost/performance information in support of mission tasks for the organization. You will approve financial management policies within the organization on Navy policies and develop and issue implementing procedures.

• This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
• This position is a designated Critical Acquisition Position (CAP). You must sign a three-year tenure agreement prior to assuming the position unless a tenure waiver is approved.
• This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-12/13) grade level or pay band (NH-03) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: (1) Serving as a senior liaison for budget, accounting, or financial management policy and procedures within an organization; (2) Directing and/or performing program execution reviews, analysis, and appraisals of the major operating and support programs within an organization; (3) Preparing briefs for senior managers on program execution nd providing recommendations to correct program variances or problem areas; (4) Providing interpretive and analytical advice on financial transactions and program execution, as well as ensuring financial integrity, accuracy and validity of supporting managerial accounting, budget execution, and financial management reports; and (5) Approving financial management policies within an organization based on Navy policies and developing and issuing implementing procedures.
