This primary purpose of the position is to purchase supplies, enter equipment requests, collect, analyze, and report on data associated with clinical and surgical data of the Anesthesiology Care Line. This position needs a firm knowledge in VHA databases, Federal Acquisition Regulation (FAR) and VA Acquisition Regulations (VAAR). They will serve as a point of contact for daily equipment and supply purchasing, as well as data analysis.
Duties
Manages procurement and contracting for the Anesthesiology Care Line.
Drafts and/or reviews all contract proposals and agreements to associated functions.
Provides advice to management and staff on contracting and procurement policies and issues.
Certifies invoices.
Participates in contract ratifications if needed.
Purchases supplies as needed for the Operating Rooms, NORA, and Clinics related to Anesthesiology Care.
Develops, analyzes, and maintains data systems that provide reports to the Anesthesiology Care line executives on current trends within the care line: patient data and surgeries in the OR and out of OR procedures.
Analyzes and evaluates, on quantitative basis, the effectiveness of programs or operations in meeting established goals and objectives.
Incumbent will serve as a backup Secretary

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/02/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Experience performing analytical work using qualitative and quantitative techniques; analyzing and measuring the effectiveness, efficiency, and productivity of administrative and technical programs.
Skilled in utilizing data analytic tools for data mining; utilizing computers and applicable databases/software.
Experience utilizing knowledge and understanding of budgetary, financial principles related to short- or long-range planning of programs and equipment; communicate effectively orally and in writing.
Administrative/secretary experience.
Experience purchasing with a Government Purchase Credit Card. OR
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 2 full years of progressively higher level graduate education leading to such a degree. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education and graduate education as described above which totals at least two years. [To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond one year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.]

Physical Requirements: No special physical qualifications are required to perform the work. The work requires the ability to move around the office and clinic and requires some standing, walking, bending, and carrying of light items up to 20 pounds such as office files, copy paper and supplies.
