This primary purpose of the position is to purchase supplies, enter equipment requests, collect, analyze, and report on data associated with clinical and surgical data of the Anesthesiology Care Line. This position needs a firm knowledge in VHA databases, Federal Acquisition Regulation (FAR) and VA Acquisition Regulations (VAAR). They will serve as a point of contact for daily equipment and supply purchasing, as well as data analysis.

Duties

Manages procurement and contracting for the Anesthesiology Care Line. Drafts and/or reviews all contract proposals and agreements to associated functions. Provides advice to management and staff on contracting and procurement policies and issues. Certifies invoices. Participates in contract ratifications if needed. Purchases supplies as needed for the Operating Rooms, NORA, and Clinics related to Anesthesiology Care. Develops, analyzes, and maintains data systems that provide reports to the Anesthesiology Care line executives on current trends within the care line: patient data and surgeries in the OR and out of OR procedures. Analyzes and evaluates, on quantitative basis, the effectiveness of programs or operations in meeting established goals and objectives. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/02/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Examples of specialized experience would typically include, but are not limited to: Experience performing analytical work using qualitative and quantitative techniques; analyzing and measuring the effectiveness, efficiency, and productivity of administrative and technical programs. Skilled in utilizing data analytic tools for data mining; utilizing computers and applicable databases/software. To qualify based on education for this grade level you must have 2 full years of progressively higher level graduate education leading to such a degree.
