This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Incumbent is a Supervisory Resource Management Analyst, serving as Deputy to the Deputy Chief of Staff (DCS), G8, Army Contracting Command (ACC). Work is performed to ensure the consolidation of multiple appropriations and programs into a coherent funding picture.

Duties

Directs/supervises budget and resource analysts completing directorate work operations to provide an independent quick reaction analysis and assessment capability of command programs and resources. Analyze/Interprets the status of the resources required and available for various programs for the purpose of providing advice to the Commander which may significantly impact program milestone accomplishment. Responsible for the execution of administrative and personnel management functions related to the accomplishment of the assigned mission for the entire command. Review work completed by subordinates, accepting, amending, or rejecting work as appropriate.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • One year trial/probationary period may be required.
  • You will be required to provide proof of U.S. Citizenship.
  • Selectee must meet position requirements for certification at Level 3 in the Acquisition Career Field Financial Management Certification within 24 months of entrance on duty.
  • This position has a Temporary Duty (TDY) or business travel requirement up to 10% of the time.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes 1) Managing the development, prioritization, and execution of budgets for an organization with a complex programmatic budget structure with multiple funding sources or diverse program needs (2) Effectively communicate or present complex financial or budgetary issues to senior leadership (General Officer and Senior Executive Service); AND (3) Preparing budget justification statements or developing resource strategy courses of action to the Army or Congress. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-03/GS-13.
