This position is part of the IBC FMD Administrative Support Division, Office of the Secretary of Interior. The incumbent will be responsible for advising management on budget, financial, and costing issues, as well as to perform a wide range of operational and analytical functions to ensure program integrity and operational efficiency.
Duties
Regularly meets with program managers and management for assigned activities to review the status of program projects, adequacy of funding, and status of client billings and revenue collection.
Develops and formulates annual operating plans, monitors the use and rate of expenditures and revenue collection of funds, and tracks obligations throughout the execution phase of the operating budget.
Prepares and assembles exhibits, charts, reports, and other statistical material used in support of formal presentations.
Develops the budget formulation, justification and execution of budgets, including budgets for intra- and inter-agency projects funded on a reimbursable basis.
Qualifications
At the GS-11 level, you must meet one of the following qualifications:
A. One year of specialized experience equivalent to at least the GS-09 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes but is not limited to: knowledge of Federal budget processes such as requirements for budget formulation, execution, forecasting, and reconciling budget activities and experience in Microsoft software programs, (such as Excel and Word) and knowledge of a wide range of specialized program analysis tools and techniques;
OR
B. A Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., if related;
OR
C. A Combination of education and experience as list above.
At the GS-12 level, you must meet the following qualifications:
One year of specialized experience equivalent to the GS-11 level. Specialized experience is defined as experience that is in or directly related to the line of work of this position and has equipped you with the knowledge and competencies to successfully perform the duties of this position. Specialized experience for this position includes but is not limited to: thorough knowledge of the Federal budget process such as requirements for budget formulation, execution, forecasting, and reconciling budget activities and knowledge of Microsoft software programs, (such as Excel and Word) and tools to display data such as, pivot tables, charts, graphs. There is no educational substitution for this grade level.
At the GS-13 level, you must meet the following qualifications:
One year of specialized experience equivalent to at least the GS-12 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes but is not limited to: Expert knowledge of the Federal budget process such as requirements for budget formulation, execution, forecasting, and reconciling budget activities and knowledge of Microsoft software programs, (such as Excel and Word) and thorough knowledge of a wide range of specialized program analysis tools and techniques to display data such, as pivot tables, charts, graphs. There is no educational substitution for this grade level.

TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).
A written test is not required.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.

If qualifying based on EDUCATION at the GS-11 level ONLY , you MUST provide transcripts or other documentation to support your educational claims. Unless otherwise stated: (1) official or unofficial transcripts are acceptable, or (2) you may submit a list with all of your courses, grades, semester, year, and credit for the course.
