You will serve as a ADMINISTRATIVE SUPPORT SPECIALIST in the Requirements, Resources and Programs Directorate (N8) of CDR STRIKE FORCE TRNG ATLANTIC.
Duties
You will serve as the Customer Service Representative CSR for payroll, research overpayments and advise employee of indebtedness.
You will resolve employee complaints related to erroneous pay and leave issues and investigate payroll problems.
You will provide written and verbal technical guidance to supervisors and employees and provide assistance with administrative support issues.
You will ensure positions requiring participation in the Drug Free Workplace Program are correctly identified and notified of scheduled drug testing appointments in accordance with regulations.
You will resolve a variety of problems related to staff actions as well as monitor progress and conduct follow-up on each action.
You will be responsible for the in-processing and out-processing of civilians, military supervisors of civilians, and contactor personnel as a result of new hires, duty station changes, or other personnel actions.
Requirements

Qualifications
For the GS-11:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience with civilian personnel issues and the processing of personnel actions including: recruitment, hiring, benefits, timekeeping, promotions, awards, reassignments, details, performance management.
Experience using software applications suitable for data collection and presentations such as, but not limited to: Defense Civilian Personnel Data System (DCPDS); HR Link; MyBiz, TWMS, Transaction Online Processing System; Standard Labor Data Collection and Distribution Application (SLDCADA); and word processing systems/ software.
Experience using standardized rules, practices, procedures and terminology related to Drug Free Workplace Program (DFWP) sufficient to run, schedule and maintain COMSUBLANT's DFWP.
Experience using qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency, and productivity of administrative and technical programs, along with knowledge of the mission, organization, and work processes.
Experience with DOD/DON/OPM regulations/guidance to provide advice and policy interpretations on complex, controversial or precedent human capital management issues.
Experience using Microsoft Office applications (e.g. Word, Excel, Project, Access, and Power Point) to develop clear, concise and effective reports and presentations.
Experience gathering and evaluating data, analyzing complex issues, drawing sound conclusions and making recommendations for improvements to processes/practices.
Experience planning and accomplishing work with little to no supervision.
For the GS-09:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience with civilian personnel issues and the processing of personnel actions including: recruitment, hiring, benefits, timekeeping, promotions, awards, reassignments, details, performance management.

Successful completion of a Ph.D. orequivalent doctoral degree
or
Successful completion of 3 full years of progressively higher level graduate education leading to such a degree
or
Successful completion of a LL.M., if related.
