You will serve as a FINANCIAL MANAGEMENT ANALYST of NET SEC ASTFLD ACT.
Duties
You will conduct financial planning and budgeting analysis for organizational programs
You will advise managers on financial performance
You will use Excel or similar software to generate financial charts for managers' decision making
Requirements

- This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
Qualifications
GS-12 Level
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Managing and analyzing execution of multiple types of appropriations. 2) Developing and formulating budgets; 3) Subject matter expert on Navy specific financial data bases and systems 4) Interpret, apply and critique complex financial regulations, policy decisions, and accounting standards.
GS-11 Level
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-9 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Utilizing Navy specific financial automated systems ( e.g., Defense Security Assistance Management System (DSAMS), Management Information System for International Logistics (MISIL), and Defense Integrated Financial System (DIFS)); 2) Reviewing and researching financial transactions and supporting documentation for contract, budget reconciliation, or similar purposes; 3) Generate financial spreadsheets and drawing conclusions for reports to management with limited supervision; 4) Coordinating records review and funding requirements in accordance with financial instructions and regulations; 5) Apply federal financial policies and regulations to ensure compliance with program requirements.

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
GS-12 level
- No education requirements
GS-11 level
- Ph.D. or equivalent doctoral degree, or
- 3 full years of progressively higher level graduate education leading to such a degree, or
- LL.M., if related
