You will serve as an INFORMATION TECHNOLOGY SPECIALIST (CUSTSPT/INFOSEC) in the Information Technology (IT) Service Desk/Accounts Management Office (AMO) Branch (Code 10944), Waterfront and Production IT Support Division (Code 1094), Information Technology and Cybersecurity Office (Code 109) at the Norfolk Naval Shipyard in Portsmouth, VA.

Duties

You will be responsible for providing IT field engineering or senior technician services for specified areas of responsibility. You will develop written communications to address issues impacting or providing guidance to users regarding processes or upcoming initiative. You will provide permissions management on a need-to know basis for applications and network accounts, global network groups, NMCI and legacy network accounts, public folders, and email distribution lists. You will provide initial NNSY new user Information Awareness (IA) orientation training to new network users. You will coordinate support across all areas of the Branch and Division to ensure appropriate resources are available. Utilizes customer request/reporting system to identify trends and develop metrics. You will participate in the development of specifications for procurement of new IT equipment/software. You will diagnose and resolve problems and issues with any system or network at NNSY, including preliminary troubleshooting for issues on the Navy Marine Corps Intranet (NMCI) network or seat. You will maintain user and file permission (includes managing and tracking user System Authorization Request (SAAR) forms and setting policies for user and computer related data.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • Position is designated as a Cyber IT/Cybersecurity Workforce position. Applicant must obtain and maintain the credentials in SECNAV M-5239.2 for specialty area TECHNICAL SUPPORT SPECIALIST level INTERMEDIATE within 12 months of appointment.
  • You will be required to successfully complete a pre-appointment physical examination.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must display at least one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. AND Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector: 1. Experience display a clear understanding of and competence in the Microsoft Windows operating system environment, including Active Directory (AD). A thorough knowledge and competency in microcomputers (PC), both hardware and software, as well as peripheral devices, such as optical drives (CD/DVD-ROM), scanners, plotters, printers, digital cameras, backup devices, etc. 2. Experience applying knowledge of and competence in various software packages available on the NNSY networks, as well as various corporate applications such as Advances Industrial Management (AIM), Supervisor's Desk (SUPDESK), Performance Measurement and Control (PMC), Electronic Facility & Equipment Maintenance (eFEM), etc. 3. Experience utilizing Federal, DoD, NNSY, and Department policy, business rules, and regulations regarding IT and knowledge of the general IT standards. 4. Experience applying the department objectives and management practices to effectively represent the department at user meetings and on various committees or boards, the incumbent may be a member of as the IT representative. 5. Experience communicating effectively both orally and in writing and to meet and deal effectively with all levels of management and shipyard user community. 6. Experience demonstrating thorough knowledge and competence in various troubleshooting methods for analyzing and diagnosing application software, hardware, and network equipment problems and a basic understanding of all network components, i.e., servers (both network and corporate systems), routers and switches, and the network architecture used at NNSY for all networks. 7. Experience applying the Shipyard's IT infrastructure with a complete understanding of the shipyard's IT security program and its' related process and principles. 8. Experience displaying the knowledge to plan and coordinate the resolution of IT issues as submitted by the NNSY user community, provide advice and guidance on a wide range and variety of complex IT issues, interpret IT policies, standards, and guidelines. Incumbent may work closely with software and hardware vendors, contractors, NNSY employees, supervisors, and managers to ensure seamless operation of all IT systems at NNSY.
