This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: The Army's C5ISR Center enables the networked Warfighter by discovering, developing, and rapidly delivering innovative technologies that enable decisive lethality through information dominance in Multi-Domain Operations.
Duties
Interpret laws, rules and regulations in order to develop implementation strategies, and apply critical and independent judgment in making compromises to satisfy complex requirements.
Analyze data, compile facts and information, and provide programmatic advice to customers.
Develop resource documents, conducting studies to compare current findings with historical data, monitoring an organization's resource allocations, or conducting interviews with managers or employees to obtain information.
Manage financial programs with particularly high visibility at higher headquarters such as congressional budget line items.
Develop tools to support oversight of cost, schedule, performance of multiple, diverse projects at the program level.
Track project progress, regularly report on key metrics and milestones to stakeholders, and ensure transparency and alignment throughout the organization.
Develop and maintain project plans, schedules, and budgets, and ensure effective resource allocation throughout the lifecycle of the program.
Develop and implement strategies with customers to identify and define complex/difficult problems
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- One year trial/probationary period may be required.
- You will be required to provide proof of U.S. Citizenship.
- This is a 6-year Renewable Term position scheduled to last 6 years IAW Federal Register Vol. 82, No. 178. This position may be extended, without limit, in up to six-year increments.
- Must obtain and maintain a Secret Security Clearance.
- This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.

I have one year of specialized experience equivalent to the GS-11/DB-02 grade level in the Federal service performing the following duties: 1) apply increasing degrees of judgment that range from limited to substantial in resolving problems of a procedural, technical or factual nature 2) participate in gathering, verifying and analyzing information, identifying issues, and developing recommendations to resolve substantive problems of effectiveness and efficiency of work operations in a program or project 3) assist in the development of resource documents and studies using historical data and monitoring an organization's resource allocations, or conducting interviews with managers or employees to obtain information.
Education
