Duties

Monitors a variety of financial management and statistical trends and prepares appropriate analytical reports for the mission area/product line manager on cost, status of funds, expenses and obligations. Develops recommendations involving substantive impacts on policies, procedures, systems, and operations of the mission area/product and DFAS. Performs analysis on complex financial problems within the product line and prepares staff papers to support recommendations, solutions, and taskings. Coordinates with site budget teams, mission area managers, peers, and lead to validate work counts, work years, and dollar requirements. Resolves issues with questionable data. Provides policy interpretations and functional recommendations to mission area managers/site budget teams on diverse financial management issues. Coordinates and submits the work count and budget formulation submissions for mission area/product line.

Qualifications

This position is being filled under the Direct Hire Authority for Certain Personnel of the Department of Defense via delegated authority by the Office of the Secretary of Defense. Applicants MUST have related financial experience AND/OR a related financial degree (examples include: Finance, Accounting, Management, Actuarial Science, or related), in addition to meeting Office of Personnel Management (OPM) minimum qualification requirements. Substitution of combination of education and experience must still, in conjunction, minimally satisfy the DHA qualification requirement. Human Resources will determine your qualifications for each entry grade level based on your interest and the additional following criteria. Combinations of education and experience may also be sufficient. One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-11) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as: Financial analysis and business operations analysis in support of the mission area/product line with experience in the areas such as : staffing strategies and labor execution analysis, productivity analysis, manpower, cost/benefit analysis, resource management, performance metrics; MUST have experience with working capital funds and budget analysis/formuation/execution. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
