This position is located in the Government Accountability Office. As a Budget Analyst you will be responsible for formulating, interpreting policy, overall formulation, preparation, justification, presentation and execution of budget and providing advice, guidance, assistance and direction to agency managers on budgetary matters.
Duties
As aBudget Analyst, PT, 0560, 3, your typical work assignments may include the following:
Responsible for accurate and effective budget execution and performance reviews, independent management of assigned activities and budget components, such as organizations, object classes, programs, or activities. Organizations include GAO mission teams and staff offices, and other entities for which GAO provides budget services. Presents budgets, conducts analyses and forecasting for upcoming, midyear, and year-end budgets.
Develops and drafts the agency budget justification materials, responses to inquiries from congressional committees, and other narrative material, such as the Controller General's testimony. Solicits budget data and justification material from teams and/or staff offices; summarizes or consolidates data for presentation to management and/or inclusion on external budget documents.
Provides strategic coordination of budget and financial information with staff and management throughout the agency. Advises managers and other officials on requirements for the preparation, documentation, and submission of budget requests. Evaluates budget submissions from organizational and program components to determine the accuracy and adequacy of budget amounts submitted for approval.
Formulates budgets for assigned components by considering a number of factors, including historical trends, resource utilization, projected spending, and available resources. Develops proposals for management consideration to fairly distribute funds across organizations, object classes, programs, or activities. Justifies proposals and presents recommendations to the Controller and CFO..
Designs and conducts comprehensive reviews and analyses to determine ways to improve budget processes and activities. Reviews past practices and recommends improvements.
Reviews material prepared by management, junior staff and other stakeholders to ensure consistency with budget policies and procedures.
Performs other duties as assigned.
Qualifications
You may qualify at the BAND III level, if you fulfill the following qualification requirement:
Applicants must have at least one year (52 weeks) of specialized experience at the next lower band level, equivalent to the Band II level or GS-13 level in the federal service, which has equipped the applicant with the skills and knowledge to successfully perform the duties of the position. Specialized experience is defined as: experience applying the concepts, principles, practices, laws, and regulations of appropriations law, budgeting, the federal budget process, the congressional budget process, and OMB policies, directives, and regulations of budgetary procedures and program goals and objectives in order to coordinate budget issues with program and staff offices nationwide.
