The position performs duties to assist the Surgery and Anesthesia product line, by performing general office work auxiliary to the work of the departments. The position is the principal clerical or administrative support position in the Surgery Administration office, operating independently of any other such position in the office. The duties require knowledge of clerical and administrative procedures.
Duties
Major Duties and Responsibilities for this Program Support Assistant (OA) position include, but are not limited to:
Schedules meetings, transcribes minutes, gathers reports, and tracks actions for Surgery Service/OR committees.
Complies with all federal, VA, and local procurement policies and regulations.
Establish inventory stock levels (PAR levels) and reorder points to maintain adequate inventory to meet patient care needs with attention paid to responsible execution of resource spending and inventory control to meet or exceed inventory turn goals and minimize waste/reverse distribution.
Provides clerical and administrative assistance to Surgery Service / Operating Room.
Coordinates studies and special projects to implement health care delivery programs and improve the efficiency of health care operations.
Assists in preparing internal instructions, operating policies, protocols, and other procedural guidelines.
Responsible for monitoring of performance measures associated with the delivery of care to inpatients/outpatients within the assigned subspecialties of Surgery Service.
Primary timekeeper for Operating Room and backup timekeeper for Surgery and Anesthesia Services.
Responsible for the tracking of all maintenance work orders and ensuring all requests have been completed or what steps should be taken when requests are not completed.
Performs other related duties as assigned by the Operating Room Nurse Managers
Responsible for collecting, tracking, and submitting travel arrangements in coordination with the internal travel officials.
Performs a basic analysis of the data and generates a variety of reports.
Collects information and prepares collaborative replies to correspondence or reports.
Coordinates studies and special projects to implement health care delivery programs and improve the efficiency of health care operations.
Assists in preparing internal instructions, operating policies, protocols, and other procedural guidelines.
Performs telephone and face-to-face receptionist duties at the operating rom center core desk while facilitating the surgery schedule/workflow.
Schedules and attends a variety of team meetings.
Receives directives, messages, instructions via subject matter expert and promptly responds accordingly.
Applies knowledge of the functional capabilities of different software types to select the best software type for each report, e.g., a database versus a spreadsheet. Candidate must demonstrate the ability to receive and track documents by creating or using synthesized data related to tracking mandatory reports in support of administrative efforts related to various types of compliance, business, and administrative issues related to the department.

Additional Hiring Path Clarification: This position is covered by AFGE bargaining unit. Per the AFGE Master Agreement, the Area of Consideration will be: 1st Area of Consideration - Current Facility and CBOC employees; 2nd Area of Consideration - VA Nationwide applicants.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday thru Friday, 6:30am to 3:00pm and 7:30am to 4:00pm, subject to change based on needs of the facility.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/03/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. GS-06 Specialized Experience: You must have one year of specialized experience, equivalent to the GS-05 level in the Federal service, that equipped you with the particular knowledge, skills, and abilities (KSA's) needed to successfully perform the duties of the position and that is typically in or related to this Program Support Assistant (OA) position to be filled. Specialized experience includes: Excellent customer service skills, ability to multitask and attention to detail; Knowledge of grammar, spelling, punctuation and required formats sufficient to recognize and correct errors in correspondence and reports; Ability to utilize computers and applicable databases /software; Skilled in the use and application of Microsoft Word, Excel, Power point and Outlook programs. This experience must be supported by your resume to be creditable.
GS-07 Specialized Experience: You must have one year of specialized experience, equivalent to the GS-6 level in the Federal service, that equipped you with the particular knowledge, skills, and abilities (KSA's) needed to successfully perform the duties of the position and that is typically in or related to this Program Support Assistant (OA) position to be filled. Specialized experience includes: Excellent customer service skills, ability to multitask and attention to detail; Knowledge of grammar, spelling, punctuation and required formats sufficient to recognize and correct errors in correspondence and reports; Ability to utilize computers and applicable databases /software; Skilled in the use and application of Microsoft Word, Excel, Power point and Outlook programs; Familiar with CPRS, and Vista programs; Ability to understand assignments and make sound judgments; Possess problem solving skills; Ability to plan, organize, and carry out routine and recurring assignments with little to no supervision; Knowledge of clerical and administrative procedures and requirements; Knowledge of standard operating procedures, policies, and regulations; Experience with scheduling, timekeeping and attendance reports. Physical Requirements: The work is sedentary. Typically, the employee may sit comfortably to do the work. However, there may be some walking; standing; bending; carrying of light items such as papers, books, small pieces of equipment, etc. The Program Support Assistant must have the ability to concentrate amidst distractions and frequent interruptions.
