This position is located in the Department of Homeland Security (DHS), Office of Biometric Identity Management (OBIM).
The primary purpose of this position is provide technical expertise in the discipline of program performance management, and support for SES performance plan quantitative element development.
Non-BU: This is a non-bargaining unit position.
Duties
As a Management and Program Analyst, GS-0343-13/14, your typical work assignments may include:
Planning and conducting a variety of authoritative, comprehensive, complex and sensitive projects and studies encompassing the analysis and evaluation of the distribution of work among positions, organizations, and the appropriate staffing levels.
Planning and performing extensive management surveys to determine compliance with agency regulations, procedures, sound management practices, and effective utilization of staff.
Developing workload based staffing standards to determine organizational manning levels.
Analyzing and evaluating extensive organization functions and activities being considered for conversion to contract operations.
Reviewing administrative audit and investigative reports to determine appropriate changes or corrective action required.
Preparing and presenting authoritative findings and recommendations to resolve complex management issues, problems, and conflicts.
Planning and conducting experimental analyses resulting in new design guidelines having a profound effect on program or mission capabilities and/or operating procedures.
Functioning as an expert analyst in the assessment and improvement of program effectiveness and/or the improvement of complex management processes and systems.
Performing long-range planning and analysis of new substantive agency programs where precedents are scarce or nonexistent.
Working with senior management to develop long-range management plans for efficient and effective program implementation and administration.
Applying a wide range of qualitative and/or quantitative methods for the assessment and improvement of complex short and long-range goals within the organization.
Providing advice and guidance to resolve, implement, or manage program or policy issues involving major areas of uncertainty in approach or methodology.
Preparing short- and long-range planning guidance in accordance with broad program policies and objectives.
Consulting with management to prepare detailed plans, goals, objectives, requirements, and criteria for complex or high value management processes and systems, such as developing staffing standards for new or substantially altered program functions.

Qualifications
Specialized Experience GS-13: You qualify for the GS-13 grade level if you possess one (1) year of specialized experience, equivalent to the GS-12 grade level in the Federal government.
For this position, specialized experience is defined as having performed at least five (5) duties from the list below:
Support the planning and implementation of life cycle policies and processes DHS Directive D102, Systems Engineering Life Cycle (SELC), and the overarching Acquisition Lifecycle Framework (ALF).
Serves on panels, committees, and working groups related to program acquisition management topics.
Provides technical data, guidelines, and technical reports in field of specialty.
Maintains contact and coordinate with internal and external partners and stakeholder to exchange ideas and remain current on developments in area or field of responsibility.
Coordinates, supports, performs, analyzes, and report on the Capital Planning and Investment Control (CPIC) process.
Develops internal and external briefings; responds inquiries and taskings; and develops recommendations and proposals.
Participates in general management reviews. Support in developing, organizing, and implementing functional short- and long-range plans.
Support in determining the need for written policies and procedures, assist in the development of policies and procedures.
Reviews, advises, and conducts complex analyses, evaluations, or investigations supporting acquisition programs, systems, and processes.
Support the development of new methods and techniques and documents and reports study results to management.
Provides guidance and advice within the organization concerning big A acquisition policies and management and organizational theories.
Consults and coordinates with managers to make assignments, review and discuss operations, special projects, long- and short-range plans, determining training needs, appraising program and personnel performance, and providing constructive feedback.
Presents findings and recommendations on complex issues or problems impacting major programs.
Specialized Experience GS-14: You qualify for the GS-14 grade level if you possess one (1) year of specialized experience, equivalent to the GS-13 grade level in the Federal government.
For this position, specialized experience is defined as having performed at least five (5) duties from the list below:

Serve as Subject Matter Expert to the acquisition program in the application and execution of acquisition life cycle processes and procedures from concept formulation through deployment.
Provides expert advice in the development of program acquisition documentation.
Prepares and presents authoritative findings and recommendations to resolve complex management issues, problems, and conflicts.
Lead, plans, develops, and manages the presentation development process for multiple management venues and present the data as needed to senior officials.
Serves on panels, committees, and working groups related to program acquisition management topics.
Provides technical data, guidelines, and technical reports in field of specialty.
Maintains contact and coordinate with internal and external partners and stakeholder to exchange ideas and remain current on developments in area or field of responsibility.
Manages, performs, analyzes, and report on the Capital Planning and Investment Control (CPIC) process.
Develops internal and external briefings; responds inquiries and taskings; and develops recommendations and proposals.
Participates in general management reviews. Lead in developing, organizing, and implementing functional short- and long-range plans. Estimates resources required.
Lead in determining the need for written policies and procedures, oversees the development of policies and procedures, and reviews and recommends approval upon completion.
Reviews, advises, and conducts complex analyses, evaluations, or investigations supporting acquisition programs, systems, and processes.
Develops new methods and techniques and documents and reports study results to management.
Program and Policy Advice and Guidance
Provides guidance and advice within the organization concerning big A acquisition policies and management and organizational.
Consults and coordinates with managers to make assignments, review and discuss operations, special projects, long- and short-range plans, determining training needs, appraising program and personnel performance, and providing constructive feedback.
Presents findings and recommendations Substitution of education in lieu of specialized experience may not be used for either grade level.

Program Manager Certification: Applicant must currently possess or obtain a DHS Level II Acquisition Program Manager certification or other federal agency equivalent (e.g., Federal Acquisition Certification for Program and Project Managers (FAC-P/PM) within two (2) years of hire date.
Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.
