Duties

The incumbent of this position works in the Enterprise Data Solutions Portfolio (J62K), Enterprise Data Warehouse (EDW) Program. Serves as agent for DLA J6 in guiding the introduction of new COTS (Commercial-Off-The-Shelf)-based applications into DLA and J62. This position serves as a Division Chief within EDW Solutions with continuing total authority and responsibility for providing Information Technology (IT) solutions for emerging, contemporary, and production Automated Information Systems (AIS). Performs requirements analysis and integration of business systems software in support of DLA's business needs. Participates in evaluation, integration, and testing of IT solution sets. Ensures the business goals of the DLA Strategic Plan are considered in the decision-making process as applicable. Develops Business Systems Support Budget/Program Objective Memorandum (POM) requirements. Performs continuous evaluation of J62 systems management lifecycle processes to ensure compliance with the objectives and goals of the applicable Capability Maturity Model. As a member of the J62 Leadership Group, participates in work acceptance process and in interdepartmental resourcing of complex IT projects. Responsible for the technical and administrative direction of the subordinate workforce.

Qualifications

To qualify for a Supervisory IT Specialist (APPSW/SYSANALYSIS), your qualifications must include: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and is directly in or related to this position. To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in- grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: - Providing application design, data administration, development, integration and implementation services and support for DLA- owned business systems in support of the DoD, DLA, DFAS, Military Services, and Civilian Agencies. - Assisting DLA in the process of requirements and business systems analysis to define customers' needs and desired improvements for systems being maintained or developed. - Managing and coordinating systems development lifecycle activities to design, develop, integrate, test, document, and release products that implement the functionality desired by the customer. - Application design and software integration. - Conducting in-depth investigations of specific technologies and methodologies. For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. 1. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
