The primary purpose of this position is to: To serve as a Cyber Watch Officer (CWO) for the United States Space Command (USSPACECOM) Joint Operations Center (JOC) and Joint Cyber Center (JCC).

Duties

Performs cyber watch officer duties as a crew member of the USSPACECOM's 24x7 Joint Operations Center (JOC). Provides and maintains visibility of cyber capabilities in order to develop, track, and provide situational awareness for cyber key terrain (KTC) postures. Manage mission information, knowledge, and situational awareness processes for USSPACECOM JCC & JOC. Prepares technical reports, staff studies, and briefings. Participates in discussions, meetings, committees or special projects and presents briefings and prepares recommendations and reports.

  • Incumbent is subject to irregular tour of duty and work hours. Shift work will be required when supporting 24/7 operations when participating in exercises, war games, or actual crisis scenarios. Overtime may be required.
  • Work may occasionally require travel away from the normal duty station in performance of temporary duty assignment (TDY) to include travelling on military or commercial aircraft.
  • May be assigned other duties not included in this position description, but that are appropriate to the grade and skill set of the incumbent.

Qualifications

Conditions of Employment cont... Position is designated Special-Sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A nondisclosure agreement must be signed. Per 5 CFR 732.202, the investigative requirement CANNOT be waived for special sensitive positions. The selectee must possess this clearance prior to starting in the position. In the event the selectee does not possess this clearance, the full investigation and favorable security adjudication must be completed and rendered prior to beginning in the position. This position has been designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the USSPACECOM, national security, and public safety. Therefore, incumbent is required to: (a) refrain from the use of illegal drugs and misuse of prescription medication, and (b) if requested, submit to urinalysis testing on short notice. Incumbent must pass initial and may be selected for random drug testing. May be subject to reasonable suspicion testing, safety mishap, or accident testing. This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available. This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs. Information Assurance Certification (IA Level II) is a condition of employment. Per DoD 8570.01-M, the incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties. A waiver of this six month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3. Failure to receive the proper IA certification may result in removal from this position. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions; Miscellaneous Administration and Program Series, 0301. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of, and skill in applying, a wide range of qualitative and quantitative methods to provide analytical and technical evaluation of component cyber plans and program improvements, and a demonstrated ability to apply these methods and tools to assess complex cyberspace vulnerabilities and develop strategies, methods and capabilities to counter threats and support reporting seniors' decision making on optimal use of military forces; and knowledge of cyber capabilities including applications; software concepts; functions; tactics; techniques; procedures; and mission systems; as well as cyber operations activities such as Offensive Cyber Operations, Defensive Cyber Operations, and DODIN Operations, including Cyber Protection Teams (CPTs) and Combat Mission Teams (CMTs); sufficient to provide recommendations on new and emerging cyber methods and principles. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of cyber capabilities including applications; software concepts; functions; tactics; techniques; procedures; and mission systems; as well as cyber operations activities such as Offensive Cyber Operations, Defensive Cyber Operations, and DODIN Operations, including Cyber Protection Teams (CPTs) and Combat Mission Teams (CMTs); sufficient to provide recommendations on new and emerging cyber methods and principles. Knowledge of and skill in data mining, critical analysis, IT operating systems and architecture, the space domain, and cyber intelligence gathering techniques sufficient to consolidate relevant data on critical matters affecting the command and recommend solutions. Skill in relating considerations or facets of the work to the overall project, such as in evaluating new capabilities and continually assessing mission gaps. Ability to communicate effectively, both orally and in writing; articulate complex issues; and maintain good working relations. Ability to stay well informed on rapidly changing technology in both cyberspace and the space domain in order to accurately characterize cyber events and evaluate possible impacts on organization missions. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
