The primary purpose of this position is to protect the organization from espionage, terrorism, and threats of unauthorized disclosure and/or compromise of information considered vital to mission interests, national defense and national security by serving as a security manager, providing security program functions in support of the organization.
Duties
Implements and administers the Information Security Program for the Unit.
Administers the Industrial Security Program for the Unit.
Implements and administers the Personnel Security Program for the Unit.
Implements and administers the Physical Security Programs for the Unit.
Provides the Commander/Director recommendations on risk identification, avoidance, and mitigation for collateral security programs to include OPSEC.

Qualifications
Basic Qualification Requirement: You must meet one of the following qualification requirements by the closing date of the announcement and provide documentation to support your qualifications (If you are using education to qualify, failure to submit the required documentation will result in you being rated ineligible. See sections on "College Transcripts" and "Foreign Education" below for required documentation.):
Experience: You must have three years of progressively responsible general experience, one year of experience which is equivalent to at least a pay band NH-01, (GS-04), and at a level close to the work of this position that has given me the particular knowledge, skills and abilities required to successfully perform. Typically, we would find this experience in work within this field that is closely related. To be creditable, at least one year of the general experience must have been equivalent to the next lower pay band (NH-01) grade level (GS-04) or equivalent. General Experience is described as experience demonstrating the ability to 1) analyze problems to identify significant factors, gather pertinent data, and recognize solutions; 2) plan and organize work; and 3) communicate effectively orally and in writing. Experience for this position includes implementing and administering the acquisition program protection and physical, information, industrial, personnel, and/or operations security programs for a diverse and complex organization. This position is responsible for the overall day-to-day security activities of the Civil Engineer Group.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of resources personnel, information, industrial, security and OPSEC concepts, principles, and practices to plan and implement security programs in these areas.
Knowledge of required security training concepts, programs, procedures, and practices to assist unit members in establishing and operating internal security programs.
Skill in developing, analyzing, and evaluating security programs to meet mission requirements and improve the security program for the civil engineer group.
Ability to communicate orally and in writing, clearly, concisely, and accurately.
Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
