About the Position: This position is located with the Resource Management Office, Fort Stewart.

Duties

Perform cost benefits analysis. Formulate major portions of budget. Maintain financial reports. Evaluate programmed distribution of available funds against mission and workload objectives Identify budgetary requirements utilizing required databases. Explain budget limitations, program requirements, and directives.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Incumbent must obtain and maintain a favorable National Agency Check with Inquiries (NACI) Background Investigation.
  • Temporary duty travel of 5 percent may be required.
  • Incumbent must obtain Financial Management Level 2 Certification within 24 months of appointment.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized experience for GS-09: One year of specialized experience which includes work that involves assisting with formulating and revising the annual budget estimate; monitoring obligations and commitments; preparing budgetary reports; inputting commitments/reconciliation into automated systems; Operating various web based systems such as: General Fund Enterprise Business System (GFEBS), Access on Line (AXOL), and Defense Travel Data System (DTS). This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Accounting, Business Management. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. Specialized experience for GS-11: One year of specialized experience which includes work that involves performing budget formulation work such as review and preparation of budget estimates and financial plans; monitoring of obligations incurred and the actual expenditures of funds; conducting analyses, reviews, and special studies of budget and/or related information; using budgetary and other automated system(s) and computer-generated products in accomplishing budgeting/funding assignments. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Accounting, Business Management). OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Budget ExecutionBudget Formulation, Justification, and PresentationTechnical Competence Time in Grade Requirement GS-09: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07). Time in Grade Requirement GS-11: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
