As a Program Manager at the GS-0340-12/13 , you will be part of RS Retirement Operations Boyers, OPM. You will be responsible for managing the operations of a team that maintains Federal Retirement Systems and the benefits that support them. This position is located in Customer Inquiries Branch. However, this announcement will be used to fill additional similar vacancies within Retirement Services and/or OPM.
Duties
Oversees the timely and efficient accomplishment of the work of the Section, setting and adjusting priorities and allocating available resources.
Develops work plans for the Section and provide input for the work plans of the Branch and Group that support the OPM Strategic Goals.
Ensures that high quality, technically correct, and timely services are provided to all who come in contact with the Section.
Keeps high-level management advised of significant problems, emerging trends, resource needs and other matters requiring top management attention.
Analyzes and makes decisions concerning work problems presented by subordinate staff.
Qualifications
For the GS-12: You must have one year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the private or public sector) performing the following: 1) Ability to mentor, lead, train less experienced employees, teams, or committees; 2) Knowledge of the administration of retirement and insurance system and programs, along with working knowledge of employee benefits packages such as life, health insurance, investment plans, disability, and private retirement systems; 3) Knowledge of programs affecting Federal benefits entitlements such as Federal and State Taxes, Social Security, Workers Compensation. For the GS-13: You must have one year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained in either the private or public sector) performing the following: ) Ability to manage and direct projects and mentor, lead, train a group of employees, teams or committees; 2) Analyze and make decisions concerning work issues presented by subordinate staff and keep higher-level management advised of significant problems; 3) Knowledge of the administration of retirement and insurance system and programs; 4) Knowledge of programs affecting Federal benefits entitlements such as Federal and State Taxes, Social Security and Workers Compensation. Merit promotion applicants must meet time-in-grade requirements as defined in 5 CFR 300, Subpart F.
One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level.
One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level.
