This position is placed in the Background Investigation's Federal Investigative Records Enterprise (BI FIRE) Operations Office. The purpose of this position is to serve as Program Manager of the Operations Office for the BI FIRE.

Duties

This announcement is open to:: All U.S. Citizens who live or are currently employed in the Boyers, PA local commuting area, which includes the Pennsylvania counties of Butler, Clarion, Armstrong, Allegheny, Beaver, Lawrence, Mercer, Crawford, Erie, Venango, and Clarion; Ohio counties of Trumbull, and Mahoning; and all cities existing in Pennsylvania or Ohio within the geographic area bounded by the outer boundaries of the combined areas of the aforementioned counties. The incumbent leads the appointed Contracting Officer Representatives (COR) in oversight of BI FIRE investigative contracts, including evaluation of each contractor's operational performance. The incumbent establishes procedures relating to investigative issues, provides operational & policy guidance, and translates policy into operational procedures for federal & contractor staff. The incumbent manages & oversees a staff to ensure product and investigation quality and integrity by monitoring and overseeing performance in all areas related to the processing and delivery of investigation. As a SUPERVISORY PROGRAM MANAGER you will be responsible for the following duties: Provides executive support and oversight of new contracts initiated to supply necessary investigative support services. Establishes procedures relating to investigative issues, provides operational and policy guidance, and translates policy into operational procedures for federal and contractor staff. Manages and oversees a staff that ensure product and investigation quality and integrity by monitoring and overseeing contractor performance in all areas related to the processing and delivery of investigation. Serves as principal advisor to DCSA on all aspects of the FIRE Operations functions and on DCSA policies and procedures as it relates to the Group.

  • Contracting Officer Representative Training must obtain certification with 24 Months of entry into position.
  • Functional Service Managers Level II Certification must obtain within 24 months from entrance of duty.

Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade (GS-/GG-14) in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Managing budgets, deadlines, milestones, and assessing performance. Standardizing operational and policy guidance by translating policy to operational procedures. Overseeing studies research and analysis that involve developing procedures, revising work processes and instructions, designing program improvements and enhancements or researching new sources of support processing and record collection. Leading motivating, and influencing a team to achieve mission goals. (Experience must be reflected in resume.) Specifically you will be evaluated on the following competencies: 1. Substitution of education may not be used in lieu of specialized experience for this grade level.
