You will serve as a MANAGEMENT AND PROGRAM ANALYST in CAPITAL PLANNING of INFORMATION TECHNOLOGY DIVISION N6.

Duties

You will be responsible for assisting in all phases of the Information Technology (IT) budget and execution management processes. You will observe and document programmatic functions and associated data, to identify patterns and trends. You will use Corporate Automation Resources Information System (CARIS), Program Budget Information System IT (PBIS-IT), Navy Information Technology Approval System (NAV-ITAS), and Navy Enterprise Resource Planning (ERP) systems. You will work with cross-functional teams to perform unbiased and quality data analysis pertaining to programmatic issues. You will track, review, and update the monthly, quarterly, and annual phasing plans as needed to reflect actual execution and latest IT program requirements. You will ensure IT program operational objectives are met, coordinate with Procurement teams and Program Managers, to ensure adequate funding is available for required IT procurements You will develop concise justification and IT program impact statements regarding the funding shortfalls, in support of requests to increase IT funding.

  • This is a Cyberspace Workforce position, work role code Investment/Portfolio Manager, level Intermediate the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Conducting analyses and interpretation of Information Technology procurement policies/regulations to determine and advise commands of compliance requirements; 2) Managing operating budgets to support program objectives; 3) Interfacing with multiple agencies and departments related to assigned projects to achieve program success; and 4) Utilizing automated systems to manage and track financial status for an Information Technology program.
