About the Position: This position serves as the Management Analyst for the Resource Management Office located at Fort Liberty, North Carolina.
Duties
Perform analytical and evaluative work to ensure that the Table of Distribution and Allowances (TDA) structure is in accordance with sound organizational concepts and that required manpower resources are accomplished for mission success.
Conduct analysis and coordination of the equipment portion of the TDA to validate and submit the appropriate form for equipment changes.
Assist in the preparation of the annual Command Plan input for Program Objective Memorandum (POM) cycles.
Perform research and evaluation, conduct special studies, and prepare reports/impact statements on specified Garrison matters.
Provide policy guidance and technical assistance regarding program requirements.
Prepare manpower reports for submission to higher headquarters and through channels to Garrison leadership for further analysis of manpower posture.
Coordinate personnel actions with the Civilian Human Resources Service Center and the supported directorates.
Conduct formal training sessions and briefings regarding program requirements and responsibilities.
Utilize automated systems such as Defense Civilian Personnel Data System (DCPDS), AutoNOA, Force Management System Website (FMSWeb), and FASCLASS to analyze requirements and authorizations.

In order to qualify, you must meet the education and/or experience requirements described below. Specialized Experience: One year of specialized experience which includes 1) updating manpower and position information in automated systems such as Defense Civilian Personnel Data System (DCPDS), the General Fund Enterprise Business System (GFEBS) or Force Management System (FMSWeb); 2) preparing manpower reports to identify workforce levels and position requirements; 3) making changes to manpower reports to identify changes in workforce and/or equipment requirements; 4) maintaining and updating the Table of Distribution and Allowances (TDA) or an equivalent staffing manning document for personnel; and 5) identifying and recommending solutions to problems impacting workforce staffing levels. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Business Administration, Human Resources Management or Public Administration.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
