You will serve as the Information Business Systems Director and Command Data Officer (CDO) of Naval Facilities Engineering Systems Command (NAVFAC) located at an Echelon II Command at Washington Navy Yard.

Duties

This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.

  • You will be required to obtain and maintain an interim and/or final top secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 752, level - Advanced - within 12 months of appointment.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel, up to 25%, from normal duty station. You must be able to travel on military and commercial aircraft.

Qualifications

Your resume must demonstrate at least one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. In addition to your experience demonstrating the four competencies above, you must have one year of specialized experience equivalent to the next lower grade level (GS-14) or pay band in the federal service or equivalent experience in the private or public sector performing the following duties: 1) Ability to provide expert technical advice, guidance and recommendations to management and other technical specialists on IT data issues.2) Leading cross-discipline teams to certify the availability, reliability and accessibility of secure IT systems and infrastructure. 3) Applying database management concepts, principles and methods to evaluating the aspects of data within a framework. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. 1) Mastery of and skill to provide expert technical advice, guidance and recommendations to management, identifying and resolving other IT workforce issues and providing technical specialists on critical IT issues which include tracking and managing capital planning and investment controls focusing on enabling the IT and cyber strategic goals and objectives. Ability to provide expert technical advice, guidance and recommendations to management and other technical specialists on IT data issues. 2) Ability to collaborate with cross-discipline teams to certify the availability, reliability and accessibility of secure IT systems and infrastructure. Oral and written communications techniques sufficient to illustrate the technical/integration/interoperability issues, communicate complex technical requirements to non-technical personnel, and prepare and present briefings to senior officials on complex/controversial issues. 3) Mastery of and skill in applying database management concepts, principles and methods sufficient to evaluating the aspects of data within a framework that is visible, accessible, understandable, linked, trusted, interoperable and secure, and developing strategies, concepts, methods and best practices for managing data within these dimensions.
