This position is located within the Credentialing and Privileging (C&P) Office, aligned to the Chief of Staff, at the Fayetteville VA Medical Center (FVAMC) of the Department of Veterans Affairs (DVA), Veterans Health Administration (VHA), Fayetteville NC VA Coastal Health Care System (FVACHCS) and is responsible for assisting the Credentialing and Privileging Manager with the operation of the C&P Program Office and for providing extensive support in the management of C&P program activities.

Duties

Major duties include but are not limited to: Assists the Credentialing and Privileging Manager with oversight of all functions related to healthcare providers' professional credentials in accordance with VHA Credentialing and Privileging Directives, Handbooks, Policies, Memos, and Notices; The Joint Commission (TJC) Standards; and State and Federal Regulations. Works collaboratively with local and VISN leadership to identify and/or implement best practices and advise of all program requirements pertaining to the Credentialing and Privileging program. Collaborates with the Credentialing and Privileging Manager to ensure that the Medical Staff Bylaws/Rules and Regulations are reviewed and updated annually (or as needed) to reflect regulations or accreditation standards. Provides direct technical and administrative supervision to employees in the Credentialing and Privileging Office. Manages staff performance. Provides advice, counsel, and instruction to employees on work and administrative matters. Identifies developmental and training needs of employees and provides/arranges for needed training. Provides consultation and guidance to local leadership and staff on all matters pertaining to the credentialing program. Provides consultation and oversight for Focused Professional Practice Evaluation (FPPE) and Ongoing Professional Practice Evaluation (OPPE) reviews. Attends committee meetings, presents providers' credentials, clinical practice histories, and red flags, and generates minutes. Serves as the subject matter expert for credentialing updates to Human Resources, providers, and hiring services. Determines appropriate actions deemed necessary from agency and local level reviews. Attends meetings, conferences, and seminars to assist with the identification of areas needing improvement. Interprets and explains new regulatory requirements. Reviews clinical privileges and scopes of practices for accuracy, setting specific indicator and signature appropriations as required for compliance. Implements mechanisms to monitor and evaluate completed tasks for their compliance with established policies and procedures. Develops and utilizes analytical and diagnostic tools to identify, evaluate, and recommend techniques for developing new or modified work methods. Uses cost-effectiveness, cost-benefit, and cost-utility analysis in programmatic prioritization and decision making. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/06/2025. You may qualify based on your experience and/or education as described below: Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position in this occupational series, you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements DO apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Individual Occupational Requirement (IOR): An IOR is a basic requirement that must be met in order to qualify for entry into a particular job series. This requirement cannot be waived. For the Health Systems Specialist position, applicants must possess education and/or experience that is directly related to the work of the position. In addition to meeting the time-in-grade requirement, applicants must meet at least ONE of the following Individual Occupational Requirements for to be eligible for consideration. IOR Undergraduate and Graduate Education: Formal education in an occupation related major field of study, such as business or public administration, with coursework in health care administration (Hospital Administration, Public Health Administration, Business or Public Administration). NOTE: You must submit a copy of your transcripts (official or unofficial). Applicable education must be accredited by an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. OR, IOR Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. OR, IOR Special Provision for In-Service Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. NOTE: Applicants may meet the IOR based on a combination of education and experience, as outlined above. In addition to meeting the applicable time-in-grade and IOR requirements, applicants must possess a minimum of one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation. Specialized Experience Requirement: To qualify for this position at the GS-11 grade level, applicants must have a minimum of one year of specialized experience equivalent to at least the next lower grade (GS-09) in the normal line of progression for the occupation in the organization. Examples of specialized experience include, but are not limited to: providing support in the management of Credentialing and Privileging activities; providing consultation and guidance on matters pertaining to a Credentialing and Privileging program; determining appropriate actions in the initial and re-credentialing process; maintaining clinical privileges; monitoring National Provider Data Bank (NPDB) query results; preparing Federal and State Medical Boards reports; tracking State Licensing Board reporting; providing technical and administrative supervision to subordinate staff; participating in and facilitating transformative quality, safety, effectiveness, and efficiency improvement efforts impacting patient care delivery systems and functions throughout a medical center; developing statistical, graphical, and narrative reports, and communicating these studies to medical center leadership, service chiefs, supervisors, and other staff.
