This position is located in the Department of Veterans Affairs (DVA), Veterans Health Administration (VHA), Mid-Atlantic Health Care Network (VISN 6), Fayetteville, NC VA Medical Center (FVAMC) under the Office of the Associate Director for Clinical Business Operations (CBO) and serves as the Executive Assistant to the Associate Director for CBO, supporting the executive planning functions of the Medical Center.
Duties
Advises, participates in and assists the Associate Director for Clinical Business Operations (CBO) in the achievement of effective strategic planning and coordination of medical center clinical management functions.
Assists in the formulation of administrative policies.
Responsible for assisting executive management with administrative problems that arise, providing recommendations for solutions and is a contributor to the decision-making process.
Evaluates functional programs to identify specific requirements (i.e., budgetary, work force, materials, facilities, and services needed).
Develops and adjusts plans and schedules pertinent to statutory or regulatory provisions.
Provides full staff assistance contributing to problem-solving and planning throughout the medical center by recommending changes in management practices, relative materials, methods, techniques, organizational structures, and procedures.
Coordinates implementation of programs for improving organizational effectiveness and efficiency and assesses program development.
Participates in overall medical center administration and serves as a management representative on various medical center committees.
Responsible for keeping staff members apprised of the status of various programs and informed of significant developments in subordinate operating elements.
Advises executive staff, providing information relative to their responsibilities in accomplishment of established performance goals and objectives.
Directs personnel management activities including performance evaluations, recruitment, interviews, selection of personnel, promotions, awards, position classification, training, disciplinary actions, timekeeping etc.
Considers grievances and complaints, ensuring the appropriate staff are notified and incidents are handled in a timely manner.
Conducts staff meetings.
Performs other duties as assigned.
Work Schedule: Monday through Friday from 8:00 AM to 4:30 PM (EST)

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/02/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served at least 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
NOTE: If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Individual Occupational Requirement (IOR):
An IOR is a basic requirement that must be met in order to qualify for entry into a particular job series. This requirement cannot be waived.
For the Health Systems Specialist position, applicants must possess education and/or experience that is directly related to the work of the position. Applicants must meet at least ONE of the following Individual Occupational Requirements for to be eligible for consideration.
IOR Undergraduate and Graduate Education: Formal education in an occupation related major field of study, such as business or public administration, with coursework in health care administration (Hospital Administration, Public Health Administration, Business or Public Administration).
NOTE: You must submit a copy of your transcripts (official or unofficial). Applicable education must be accredited by an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.
OR,
IOR Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems;
Regulations and standards of various regulatory and credentialing groups; and
Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
OR,
IOR Special Provision for In-Service Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included:
Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements;
Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and
Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.
NOTE: Applicants may meet the IOR based on a combination of education and experience, as outlined above.
In addition to meeting the IOR requirement, applicants must possess a minimum of one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation.
Additional Specialized Experience Requirement:
To qualify for this position at the GS-12, applicants must have a minimum one year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization. Examples of specialized experience include, but are not limited to: application of analytical and evaluative techniques in the identification, consideration, and resolution of issues or problems of a procedural or factual nature; developing new or modified work methods for improving program effectiveness and/or organizational productivity; routing correspondence; records management; space planning; flowcharting of work processes; conducting literature searches, work measurements, task analysis, interviews, and/or productivity charting; determining staff to workload ratios for long-range strategic workforce planning of medical center operations.

Physical Requirements: The work is primarily sedentary. It occasionally requires carrying light objects such as files, books, and papers. Work is typically performed in an adequately lighted and climate-controlled environment. Occasional travel may be required
