This position is in the Office of the Associate Director (AD), Clinical Business Operations (CBO) located at the Fayetteville NC VA Coastal Healthcare System within VISN 6 Mid-Atlantic Healthcare Network. The Health System Specialist serves as the Executive Assistant to the AD for CBO at the facility. The incumbent advises, participates in and assists the AD for CBO in effective strategic planning, coordinating the medical center clinical management functions.

Duties

These major duties include, but are not limited to the following: Advises, participates in and assists the Associate Director for Clinical Business Operations in the achievement of effective strategic planning and coordination of medical center clinical management functions and is responsible for assisting executive management with administrative problems that arise, providing recommendations for solutions and is a contributor in the decision-making process. Provides full staff assistance contributing to problem solving, and planning throughout the medical center by recommending changes in management practices, relative materials, methods, techniques, organizational structure, procedures, etc. Assists with completion of projects for submission at VISN, National and Congressional levels. Works and covers down for the other executive HSS in their absence as needed. Participates in overall medical center administration and serves as a management representative on various medical center committees, assignments boards and/or ad hoc committees as appointed by the Associate Director for Clinical Business Operations. Participates in, and coordinates, as needed meetings, developing agenda and serving as a resource for data associated with various agenda items providing program status, associated requirements, etc. Coordinates implementation of programs and analyzes/evaluates methods for assessing program development and the execution for improving organizational effectiveness and efficiency in coordination health care delivery systems and operations. Takes an active role as management team member in annual services' briefing presentations. Works with the executive staff and their assistants in assuring that follow-up actions are achieved by required target dates. Coordinates and evaluates functional programs to identify specific requirements i.e., budgetary, work force, materials, facilities, and services needed to support the health care delivery systems of the medical center. Develops and adjust plans and schedules for actions, pertinent to statutory or regulatory provisions such as VA regulations, TJC Standards, Internal Audit, and Quality Management, to meet each requirement on time. Serves as a program and planning liaison with VA Regional Counsel, provides accurate data of facility programs and operations that have an impact upon the Network's mission and program. Coordinates and completes arrangements associated with special surveys on-site as well as periodic questionnaires from affiliates and VA sources. Provides analytical and evaluation methods and techniques for assessing program development and the execution for improving organizational effectiveness and efficiency in coordinating health care delivery systems and operations. Analyzes, evaluates and makes recommendations for increased efficiency and economy of operation in out-of-line situations. Provides written and verbal management direction to staff as required, performing or overseeing a range of personnel management and administration for staff with varied functions and activities with new and changing requirements. Directs the personnel management of assigned personnel, including matters involving recruitment, promotions, awards, position classification, training, disciplinary actions, etc. Chairs or is a member of committees as required. Approves final schedules, tours of duty, timecards, requests for leave, etc. Periodically assesses current procedures and practices and makes recommendations to improve quality of patient care. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/15/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 grade level position you must have served 52 weeks at the GS-11 grade level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Applicants may qualify based on the Individual Occupational Requirements (IOR) as described below: Individual Occupational Requirement (IOR): Basic Requirement for an Individual Occupational Requirement (IOR): An IOR is a basic requirement that must be met to qualify for entry into this occupational series for positions above the GS-05 grade level, and it is something that cannot be waived. In addition to the education and/or specialized experience below, applicants must meet the IOR for this position. Education: Applicants must have undergraduate or graduate education in a major field of study hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration (TRANSCRIPTS REQUIRED); OR Specialized Experience: Applicants must have analytical or administrative, or clinical management or supervisory experience in the health care field; I have performed this experience in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities; and I performed these duties in a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of missions, organizations, programs, and requirements of health care delivery systems; regulations and standards of various regulatory and credentialing groups; and government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement (Applicant's experience must be documented in detail on resume to receive full credit.); OR Training: Applicants must have successfully completed an agency-sponsored on-the-job training program that included a formal individualized training plan in an operating health care system and included assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program (TRANSCRIPTS REQUIRED). In addition to the the basic requirement for the Individual Occupational Requirement (IOR) above, applicants may qualify based on experience and/or education as described below: Specialized Experience: Applicant must have at least one (1) full year of specialized experience equivalent to the GS-11 grade level in the Federal Service that has equipped me with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of this position. Examples of specialized experience include, but are not limited to: provides consultative service to leadership through analysis of service, workload, staffing levels, cost-effectiveness; must be able to pull data and analyze data using various personnel reporting systems: for example- Corporate Data Warehouse (CDW), Pyramid analytics, Power Bi, VSSC; helps formulate professional and allied health policies and programs; participates in and assists executive management in the achievement of effective strategic planning and coordination of the medical center clinical management functions; provides technical expertise in the field of healthcare planning and comprehensive advice and assistance to leadership regarding possible need for revision of regulations and policies governing planning activities; maintains accurate utilization and cost information and provides an analysis of the effect of resource availability on the overall productivity of the various organizational units; complies with all directives and special requirements in preparing annual and cyclic budget documents; independently identifies and collects necessary data and presents results in written and oral form, which are well organized, supportable, and clearly expressed; provides full staff assistance on administrative clinical matters affecting patient care and organizational policy; and serves as a staff member directly supporting the executive management team.
