You will serve as an EQUAL EMPLOYMENT SPECIALIST in the EQUAL EMPLOYMENT OPPORTUNITY CENTER OF EXCELLENCE, ORG 1CPE2, DEPARTMENT OF THE FLEET HUMAN RESOURCES OFFICE of COMMANDER US FLEET FORCES COMMAND.
Duties
You will be responsible to manage one or more Equal Employment Opportunity (EEO) Programs.
You will serve as an EEO advisor on a variety of committees.
You will provide guidance and instructions to other EEO specialists who are less experience and assist with complex cases and issues.
You will independently administer informal EEO compliant program for assigned activities.
You will conduct factfinding, analyzes and evaluate complaints, and when possible, negotiate resolutions with management and the compliant.
You will be responsible for defining compliant issues and writing acceptance or dismissal decisions
You will ensure formal complaints are processed in a timely, accurate, and complete manner and meet EEOC regulations and Navy directives.
You will provide advice and assistance to management, supervisors, representatives, employees and applicants to ensure workplace policies and procedures are established and carried out in accordance with existing case law and regulations.
You will conduct annual, required and requested training or briefings for employees and management in the Prevention of Discriminatory harassment, Discrimination Complaints System, EEO Program Management and the Model EEO Program.
Requirements
- Must be a US Citizen.
- Must be determined suitable for federal employment.

- Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- Occasional travel away from the normal duty station is a requirement in this position.
Qualifications
GS-09:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience applying and interpreting Equal Employment Opportunity laws, regulations, Executive Orders, court decisions and other issues related to the Federal EEO program.
Experience identifying systemic problems affecting Equal Employment Opportunities and developing recommendations to correct identified problems.
Experience with analyzing and interpreting agency procedures for accepting, investigating, and settling complaints.
Experience writing EEO Counselor reports for complaints of discrimination.
Experience in counseling and training employees on their rights and responsibilities.
Experience preparing, developing, facilitating EEO trainings, when necessary.
Experience writing and drafting responses to email inquiries, letters, reports or other official Navy correspondence.
Experience interpreting and advising employees and managers of the legal rights and obligations to settle disputes.
Experience updating various EEO software programs in an accurate, timely, and effective manner.
Experience and skilled in the use of EEO tracking and data programs.
Experience with the organizational structure of supported activities to include missions, functions, and operations to implement and instill equal employment opportunities to the command.
Experience resolving complaints at the lowest level possible.
Experience preparing and presenting findings and recommendations relevant to difficult and controversial issues.
GS-07:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience applying and interpreting Equal Employment Opportunity laws, regulations, Executive Orders, court decisions and other issues related to the Federal EEO program.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
GS - 09
Successful completion a master's or equivalent graduate degree.
OR
Successful completion two full years of progressively higher-level graduate education leading to a master's degree.
OR
Possession of an LL.B. or J.D. if related to the position being filled.
OR
A combination of experience and graduate education as described above that equates to one year of specialized experience.
GS - 07
Successful completion a one full year of graduate level education.
OR
Successfully completion a bachelor's degree with superior academic achievement.
OR
A combination of experience and education as described above that equates to one year of specialized experience.
