You will serve as an EQUAL EMPLOYMENT OPPORTUNITY SPECIALIST in the FLEET HUMAN RESOURCES OFFICE of COMMANDER US FLEET FORCES COMMAND.
Duties
You will be responsible for managing one or more Equal Employment Opportunity Programs.
You will research and develop local instructions and procedures in accordance with the latest Federal, local and state regulations and guidelines.
You will publicize program initiatives using a variety of media and communication methods to inform and educate the workforce.
You will assess program effectiveness and recommend additional resources as required.
You will serve as a point of contact for assigned serviced activities, both on and offsite; to include improving equal employment opportunity relationships within serviced areas.
You will manage one of the following Special Emphasis Programs (SEP); Asian American/Pacific Islander, Hispanic Employment, Black Employment, Federal Women’s, American Indian/Alaskan Native Employment, and Individuals with Disabilities.
You will prepare program information, such as newsletters and Equal Employment Opportunity (EEO) updates, necessary to publicize SEP events and national observances.
You will collaborate with the Director, EEO Center of Excellence, Human Resources Staff, and serviced activities to design and influence recruitment strategies focused on ensuring a workplace that offers equal access, competition and opportunity.
You will provide guidance and instructions to other EEO specialists who are less experienced and assist with complex cases and issues.
You will brief EEO representatives and advise panels on affirmative action and EEO program requirements.
You will serve as an EEO advisor on a variety of committees.
Requirements

- This position is eligible for part time, substantial or SITUATIONAL telework at the discretion of management.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Overtime or night differential pay and/or unusual duty hours may be required.
Qualifications
GS - 09
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS - 07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience applying and interpreting Equal Employment Opportunity laws, regulations, Executive Orders, court decisions and other issues related to the Federal EEO program.
Experience identifying systemic problems affecting Equal Employment Opportunities and developing recommendations to correct identified problems.
Experience writing EEO Counselor reports for complaints of discrimination.
Experience in counseling and training employees on their rights and responsibilities.
Experience with analyzing and interpreting agency procedures for accepting, investigating, and settling complaints.
Experience interpreting and advising employees and managers of the legal rights and obligations to settle disputes.
Experience resolving complaints at the lowest level possible.
Experience and skilled in the use of EEO tracking and data programs; to include iComplaints, Department of Navy AEP Reporting Tool (DART).
Experience with Federal personnel administration including appeals and grievances, management employee relations, and recruitment and selection.
Experience updating various EEO software programs in an accurate, timely, and effective manner.
GS - 07
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS - 05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience with conflict resolution.
Experience with the organizational structure of supported activities to include missions, functions, and operations to implement and instill equal employment opportunities to the command.
Experience preparing and presenting findings and recommendations relevant to difficult and controversial issues.
Experience preparing, developing, facilitating EEO trainings, when necessary.
Experience communicating with a diverse group of employees.
Experience with components of the Modem Defense Civilian Personnel Data Systems (DCPDS) and iComplaints sufficient to work effectively and without assistance within those systems to accomplish office work.
Experience applying and interpreting Equal Employment Opportunity laws, regulations, Executive Orders, court decisions and other issues related to the Federal EEO program.
Experience writing and drafting responses to email inquiries, letters, reports or other official Navy correspondence.

Education
GS - 09
Master's or equivalent graduate degree
OR
2 full years of progressively higher-level graduate education leading to such a degree.

LL.B. or J.D., if related

1 full year of graduate level education
