You will serve as an EQUAL EMPLOYMENT SPECIALIST in the FLEET EEO PROGRAM/OFFICE OF COMPLAINTS of COMMANDER US FLEET FORCES COMMAND.

Duties

You will manage one or more Equal Employment Opportunity (EEO) Programs. You will research and develop local instructions and procedures in accordance with the latest EEO regulations and guidelines. You will collaborate with the Director, EEO Center of Excellence, Human Resource Staff, and serviced activities. You will serve as an EEO advisor on a variety of committees. You will act as an expert EEO consultant, particularly for counseling and complaint processing. You will administer the informal Equal Employment Opportunity complaint program for assigned activities. You will conduct fact-finding, analyze and evaluate complaints. You will negotiate resolutions with management and the complainant, whenever possible. You will identify barriers to equal employment opportunities. You will analyze complaints and determine if allegations are timely and within the purview of EEO regulations. You will ensure formal complaints are processed in a timely, accurate, and complete manner. You will provide advice and assistance to management and applicants to ensure workplace policies and procedures follow case laws and regulations. You will conduct annual, required, or requested training or briefing in the prevention of Discriminatory harassment and Discrimination Complaints System.

Requirements

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

FOR THE GS-09:Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience applying laws and regulations related to the Federal EEO program. Experience with conflict resolution and problem solving. Experience communicating clearly with a diverse group of employees both orally and in writing. Experience writing and drafting responses to inquiries, letters, reports, or other official Navy correspondence. FOR THE GS-07:Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience communicating clearly with a diverse group of employees both orally and in writing. Experience assisting with the management of an EEO program. Experience with conflict resolution and problem solving. Education

For the GS-09:
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Successful completion of a master's or equivalent graduate degree
OR
Successful completion of two full years of progressively higher level graduate education leading to a master's degree
OR

For the GS-07:
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Successful completion of 1 full year of graduate level education
