Duties

Plans, manages, coordinates, advises, executes, and trains on protocol activities including visits by distinguished guests and groups, special presentations and awards programs, special ceremonies, special purpose conferences and projects in support of the Commander, Vice Commander, Executive Director, and/or Chief of Staff. Manages, coordinates, and integrates all actions required for worldwide official travel and appearances by Commander, Air Force Special Operations Command (CC and CV) and other high-level visiting DOD dignitaries from outside the Command AOR as directed by the CC. Travel for visits. Coordinates with other support offices such as security to verify clearance levels; transportation to coordinate staff cars or mass movements; Base Operations to determine arrival and departure times, the Club (or off-base caterer) for food and beverage, etc. Prepares necessary correspondence, documentation, and written reports. Conducts briefings. Communicates information, both verbally and in writing, to a variety of individuals or audiences such as commanders, visitors, the staffs of offices providing support to appearances, events, and committees.

  • This is a drug testing designated position. The incumbent is subject to pre-employment drug testing as a condition of employment, and participation in random drug testing.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes broad knowledge of the customs, concepts, practice, and regulations dealing with national and international diplomatic formality, precedence, and etiquette such as that gained by extensive experience and/or training, in order to perform a wide range of protocol events in variety of settings to include traditional US military, foreign military, in unfamiliar culture, and/or non-US dignitaries, VIPs or diplomats. Keen skill and intense comprehensive practical knowledge of protocol principles/concepts in order plan, coordinate, effectively interact an unfamiliar environment with a near instinctive ability, and, seamless adjust, on the fly, protocol events. Knowledge and skill with military organizational structure and/or diplomatic hierarchies in order to interact with high-ranking dignitaries and their support staff in participating in protocol events. Knowledge of DOD, AF and AMC and international protocol policies, practices, and procedures combined with knowledge of the structure, missions of various organizations to plan, organize and coordinate the overall protocol program for the wing and tenant units on Dover AFB. Knowledge of etiquette, military customs, cultural considerations, and international protocol as well as an understanding of management techniques is essential in order to adequately schedule visits assuring the visitor's purpose is accomplished. OREDUCATION: Ph.D. or equivalent doctoral degree or 3 years of progressively higher level graduate education leading to a Ph.D. degree or LL.M., if related. ORCOMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-inΒ­-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of both civilian and military protocol, etiquette manuals and guides, USAF and Command policies, regulations, and procedures. 2. Comprehensive knowledge of proper protocol courtesies to be accorded to distinguished visitors from both the United States and foreign governments. 3. Knowledge of organizational components and functions located throughout the agency. 4. Ability to independently plan individual workload to meet deadlines and coordinate event and travel support requirements with a variety of organizations. 5. Ability to communicate clearly and effectively, both orally and in writing. 6. Ability to apply accepted budgeting and book keeping practices to project, monitor, and document collections and expenditures. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave. At the time the active duty member applies for a civil position, he or she must submit a "certification" memo in lieu of a DD-Form 214, Certificate of Release or Discharge from Active Duty. Active duty members applying for a civil service position without submitting a valid certification memo or DD-Form 214 with their application will render the member ineligible for the position. The certification memo must originate from the member's military service branch on official letterhead and contain the following:
