Duties
The primary purpose of this position is: To serve as a Major Command (MAJCOM) headquarters first-level supervisor and senior operations planning specialist; applying Air Force aviator experience to plan, direct, organize, and determine necessary policies, regulations, directives, instructions, programs, projects, doctrine, methods and procedures of assigned programs for contracted training support personnel and services, and training hardware required to train the Command's operational personnel.
Plans, organizes, and directs the activities of the assigned function, ensuring that the command's simulator function complies with legal and regulatory requirements and meets customer needs.
As the Branch Chief, exercises supervisory personnel management responsibilities.
Applying Air Force special operations rated aviator experience, analyzes, develops, and evaluates detailed plans, goals, and objectives for long-range implementation of assigned major command program(s).
Documents planning and programming decisions in appropriate formats to meet Air Force and Major Command requirements.
Using AF military rated aviator experience, actively participates in strategic planning to improve organizational direction and focus using strategic planning tools and techniques.

- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.

- This is a drug testing designated position. The incumbent is subject to pre-employment drug testing as a condition of employment, and participation in random drug testing.
- This is a Centrally Managed position in the Operations career field.
- This is a supervisory position. A one year supervisory probationary period is required if applicant selected has not previously met this requirement.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management, Miscellaneous Administration and Program Series 0301
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems (may have been obtained in the military, public or private sectors). Examples of specialized experience includes; Expert knowledge of the application of AF military Special Operations Forces (SOF) rated aviator (e.g., pilot, navigator), aircrew, or extensive military operations planning experience as it applies to the Simulator mission area, assigned programs, operations, weapon systems, and personnel readiness in support of major military operations such as war, mobilization, deployment, exercise, ISR, Special Operations, command and control, rescue, or similar operations. Skill to apply a wide range of qualitative and/or quantitative methods for the assessment and improvement of command level plans and programs for conducting major operations such as mission and flight operations, military exercise, special operations and related administrative programs such as PPBS, acquisition, and workforce development
and training.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Expert knowledge of the application of AF military Special Operations Forces (SOF) rated aviator (e.g., pilot, navigator), aircrew, or extensive military operations planning experience as it applies to the Simulator mission area, assigned programs, operations, weapon systems, and personnel readiness in support of major military operations such as war, mobilization, deployment, exercise, ISR, Special Operations, command and control, rescue, or similar operations.
Expert knowledge of Air Force and command program goals and objectives; the sequence and timing of key operational events and milestones; methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in overall program planning and execution of military operations and evaluation of the same.
Skill to apply a wide range of qualitative and/or quantitative methods for the assessment and improvement of command level plans and programs for conducting major operations such as mission and flight operations, military exercise, special operations and related administrative programs such as PPBS, acquisition, and workforce development and training.
Advanced skill to plan, organize, and lead others in studies or projects and to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures. Skill to negotiate complex issues; and maintain good working relationships.
Ability to plan, organize, and direct the functions and supervise, mentor, motivate, and appraise the staff of an organization as a first level supervisor. Knowledge of safety and security regulations, practices, and procedures.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
