The primary purpose of this position is to exercise first-level supervisory and managerial authorities as the Chief, Airman and Family Division located in a Major Command (MAJCOM) headquarters.

Duties

As Division Chief, plans, organizes, and oversees the activities of the Division. Exercises supervisory personnel management responsibilities. Establishes, develops, and maintains effective working relationships with SECAF and Air Staff, Air Force Personnel Center, HQ US Special Operations Command (SOCOM), congressional liaisons, counterparts at other MAJCOMs/SOCOM components and company representatives for POTFF contracts and multiple national and local community benevolent organizations with similar and/or supportive programs. Serves as command support program manager, component POTFF Lead, and AFSOCs CAIB/IDS Executive Director.

  • This is a drug testing designated position. The incumbent is subject to pre-employment drug testing as a condition of employment, and participation in random drug testing.
  • The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays and/or overtime, etc.
  • Work occasionally requires travel away from the normal duty station. Individual may be required to wok extended hours, overtime, holidays, rotating shifts, and weekends when supporting an exercise or real world contingency

  • This is a Supervisory position. A one (1) year supervisory probationary period is required if applicant selected has not previously met this requirement.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, IAW OPM Qualification Standards for General Schedule Positions, Administrative and Management Positions for GS-0301. SPECIALIZED EXPERIENCE: Applicants must have least one (1) year of specialized experience equivalent to the GS-13 grade level in the Federal service which includes formulates program goals, plans, policies, and procedures and work plans dealing with the development and operation of command-wide force support functions and activities; participates in providing both technical and administrative direction to subordinates. Plans work for accomplishment by subordinate employees, sets and adjusts short and/or long-term priorities, and prepares schedules based on consideration of difficulty of requirements and assignments such that the experience, training, and abilities of the staff are effectively utilized to meet organization and customer needs. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Expert knowledge of Community Life and Culture, Preservation of Force and Family (POTFF), and/or related programs and ability to direct Community Life and Culture programs throughout the Air Force Special Operations Command (AFSOC). 2. In-depth knowledge of Special Operations culture, military family dynamics, related professional fields, and a thorough knowledge of the SOF community and the unique challenges that SOF families face; or equivalent knowledge. 3. Expert knowledge of the structure, regulations, practices, and programs of health care delivery systems to direct Total Force Fitness/POTFF Programs; including an understanding of, and ability to respond to, the particular concerns and issues pertaining to treatment of military service members, severely wounded veterans including their families, and surviving spouses/family members of veterans. 4. Ability to serve as a consultant and expert to a multidisciplinary team in the areas of Family/Community Support, POTFF, Families of the Fallen, and Total Force Fitness/Resiliency. 5. A high degree of written and verbal communication skills to effectively communicate with senior level leadership within and outside the DOD is required, thus facilitating an ability to work harmoniously in a multi-functional organization and an ability to interact with managers and representatives in AFSOC, USSOCOM, USAF, DoD, Congress, and high levels of national agencies and represent AFSOC at formal and informal meetings, conferences, and legislative symposia requiring the highest level of technical and managerial competence. 6. Ability to analyze, plan, organize, and direct the work operations to meet program requirements and objectives with available resources; and to mentor, motivate, and appraise the staff of an organization. Knowledge of resource and financial management to plan, obtain, present, and defend SOCOM funds, respond to emergency needs and track obligations to ensure they are being properly managed. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
