This is a National Guard Title 5 Excepted Service Position.
This position is an Indefinite/Permanent (retain tenure) GS-0201-11 HUMAN RESOURCES SPECIALIST (TITLE 5), Position Description Number T5928000 and is part of the MO Directorate of Human Resources. This is a non-bargaining position.

Duties
Serves as an advisor for full-time resource allocation, execution, and management for both Army and Air.
Interprets, manages, analyzes, and provides recommendations concerning Manpower allocation guidance based on the state mission and function.
Manages the allocation of manpower resources based on state priorities, historical data utilization, and analysis of mission and functions.
Coordinates with other HRO functions to provide proposed organizational structures.
Makes recommendations to State Classifier for efficient execution of full-time resources IAW state command plans and establishes appropriate measurement metrics and controls.
Analyzes and determines full-time resource deficits and asymmetry along with the contributing factors.
Analyze and advise on policy recommendations, manpower design concepts, current organizational structures, and proposed structural realignments.
Optimizes scarce resources, meets customer requirements, reduces rework, improves operational capacity, and increases resource efficiency.
Advises HRO Staff on methods to limit adverse impact and enhance special project efficiency based on current and projected full-time resource allocation and execution.
Attends meetings/discussions on such matters as manpower reviews, sensitive or complex personnel issues, and/or executive boards responsible for the placement of fulltime resources and/or employees.
Performs other duties as assigned.
Requirements
- Failure to complete management prescribed courses for full-time support personnel within the first year of employment or assignment, may be cause for reassignment or termination.
- Position is subject to the provisions of the DoD Priority Placement Program.
- If selected individual is in a Permanent status (Tenure 1 or 2) with the Missouri Army National Guard, that individual will retain their Permanent status.
- If selected individual is in an Indefinite status (Tenure 3) with the Missouri Army National Guard, that individual will retain their Indefinite status.
- United States Citizenship is required.
- Federal employment suitability as determined by a background investigation.
- May be required to successfully complete a probationary period.
- Males born after 31 December 1959 must be registered for Selective Service.
- Participation in direct deposit is mandatory.
- Management has the right to convert indefinite employment to permanent status without re-advertising.
- Indefinite employment can be terminated with a 30 day notice.
Qualifications
GENERAL EXPERIENCE: Must possess experiences gained through civilian and/or military technical training schools within the human resources business programs; validated understanding of the basic principles and concepts of the occupational series and grade that includes skill in collecting and analyzing data effectively, efficiently and accurately; ability to clearly enunciate English without impediment of speech that would interfere or prohibit efficient communication; ability to write English in reports and presentation formats; ability to communicate clearly and effectively; skill in presenting formal training presentations and briefings; ability to assess body language and perceive emotional and/or distress levels; and skill in applying procedures and directives by reading and interpreting program material.
GS-11 SPECIALIZED EXPERIENCE: Must possess at least one year of experience at the GS 09 grade level or equivalent that provided a knowledge of a wide range of human resource management concepts, practices, laws, regulations, policies and precedents sufficient to provide comprehensive human resources management advisory/consultant services on substantive organizational functions and work practices in the functional area of position management, and requirement determination; ability to solve a wide range of complex, interrelated HR problems; knowledge of personnel automated databases; and ability to provide management with advisory services. This specialized experience must also include knowledge of organizational functions and general management analysis.
Education
A high school diploma or general education development (GED) diploma is required. An undergraduate degree from an accredited college/university is desired. A graduate degree from an accredited civilian academic college or from an equivalent professional military education school is optimum.
