Duties
Serves as primary staff advisor to The State Adjutant General, staff elements, and operating official on matters pertaining to manpower and human resources management.
Establishes state manpower policies and directs their implementation with NGB policies and authorizations.
Directs the implementation and administration of special emphasis staffing programs.
Directs the initiation and administration of disciplinary and non-disciplinary adverse actions.
Coordinates with labor organizations and their representatives when necessary.
Directs the administration of the incentive awards, troubled employee and other employee relations.
Ensures preparation of budgetary recommendations for training needs, allocation of quotas, and scheduling of personnel for training.
Plans and administers employee career development programs.
Directs the development and administration of equal opportunity programs.
Directs the planning, operations and administration of the Defense Civilian Personnel Data System.
Directs development of administrative regulations and procedures to provide efficient and timely accomplishment of all human resources functions.
Directs, coordinates, and oversees work through subordinate supervisors.
Appraises performance of employees directly supervised and serves as reviewing official on evaluation of non-supervisory employees rated by subordinate supervisors.
Reviews developmental needs of employees and makes decisions on non-routine, costly or controversial training needs and/or requests for unit employees.
Recognizes and takes appropriate action to correct situations posing a threat to the health or safety of subordinates.
Performs other duties as assigned.

Qualifications
MILITARY REQUIREMENTS:Compatible military grade and assignment required prior to the effective date of placement. This is an Excepted Service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership. Maximum Military Grade - COL (O-6)
Minimum Military Grade - LTC (O-5)
GENERAL EXPERIENCE:Must possess experiences gained through civilian and/or military technical training schools within the human resources business programs; validated understanding of the basic principles and concepts of the occupational series and grade that includes skill in collecting and analyzing data effectively, efficiently and accurately; ability to clearly enunciate English without impediment of speech that would interfere or prohibit efficient communication; ability to write English in reports and presentation formats; ability to communicate clearly and effectively; skill in presenting formal training presentations and briefings; ability to assess body language and perceive emotional and/or distress levels; and skill in applying procedures and directives by reading and interpreting program material.
GS-14 SPECIALIZED EXPERIENCE: Must possess at least one year of specialized experience equivalent to at least the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector that indicates a working knowledge of personnel and manpower core competencies: Organization Structure, Requirement Determination, Program Allocation and Control, and/or Performance Improvement; experience implementing and managing applicable directives, regulations, policies, merit principles and practices related to federal civilian, military, and National Guard technician personnel programs; experience planning for and executing all human resources personnel programs and information systems; experience managing Army and Air National Guard organizational structures; organizational and manpower standards; manpower resources; military grades; manpower data systems; peacetime and wartime manpower requirements and utilization; and, commercial services to include strategic sourcing; experience managing civilian and military payroll budgets, training school funding allocations and travel budgets; experience managing process reengineering, continuous improvement initiatives, and management consulting services; experience in operational readiness planning, personnel deployments, and writing readiness status reports; skill in writing, designing, formatting, publishing, and presenting military and civilian briefings for senior leadership at conferences, workshops, or special committee meetings; experience in performing the full spectrum of total force personnel program requirements to accomplish labor union negotiations and agreements; skill in completing accession planning and processing; classification and position management; directing civilian and military promotions; and, analyzing human resources personnel systems reports. This specialized experience must have also provided experience managing and directing reenlistments, assignment and reassignment actions; directing education and training policy requirements; and, retraining procedures; experience authorizing and processing retirements; skill in conducting disciplinary actions; and, directing force development and force shaping programs; experience in managing human resources development programs, education, voluntary education, advanced academic education, promotion testing, and test libraries; experience managing and directing equal opportunity program and sexual assault prevention and response program; experience with adaptive planning and execution in support of combatant commanders from peacetime through mobilization, contingency operations and demobilization; skill in interpreting manpower, personnel, and equipment availability for deployments and readiness training exercises or real world mobilizations; experience in developing, controlling, programming and allocating manpower resources in support of the Army and Air National Guard plans, programs, budgets and execution procedures; experience allocating military and civilian resources through execution and management of the applicable manpower documents and higher headquarters manpower directives and requirements; experience in conducting performance management and, productivity programs; assessing and documenting organizational performance; and, advising on process improvement options, best practices, and how to recognize optimal performance and skill maintaining sound appropriated and non-appropriate funds; and, financial/corporate standards with established internal controls.
In addition to the specialized experience, you must also have experience in career broadening human resources programs such as leading, planning and scheduling work in a manner that promoted smooth flow and even distribution of assigning work requirements; experience in managing military or civilian employees on all program tasks, inspections, exercise, deployments, and/or mobilizations; experience in effectively and efficiently planning and scheduling work that met or exceeded work requirements and expectations; and the ability to train and mentor employees on correct procedures and required competencies to address and resolve employee performance and/or behavior issues.
Education
An undergraduate degree from an accredited college or university is mandatory. A graduate degree from an accredited civilian academic college or from an equivalent professional military education school is optimum.
