THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.
This National Guard position is for a GS-0201-09 HUMAN RESOURCES SPECIALIST (CLASSIFICATION) (TITLE 5), Position Description Number T5035000 in SPMD 172D and is part of the MO Directorate of Human Resources.
APPOINTMENT FACTORS: This is an Indefinite/Permanent (may retain current tenure if on-board) Excepted Service position. This is a non-bargaining unit position. SEE NOTES UNDER CONDITIONS OF EMPLOYMENT BELOW.
Duties
Accomplishes position classification for Army and Air National Guard positions.
Assists supervisors in determining the need for an exception position description and classifies the position based upon knowledge of the position and the organization's mission and structure.
Provides management advisory services.
Advises on classification impact when changing or creating duty assignments.
Reviews requests for personnel and position actions to determine impact on position classification and position management matters, referring those that are highly complex or controversial in nature to the supervisor for resolution.
Restructures positions to grades below journeyman level for staffing, trainee, and upward mobility purposes.
Responsible for input of manpower and classification related transactions into the automated personnel system.
Researches discrepancies/rejects and works with the appropriate specialist to resolve problems.
Assists in the review, preparation and publication of the state's Position Classification and Position Management and EDP/HDP plans.
Assists in the review of full-time manpower requirements and documents.
Participates in the wage survey process.
Assists in the education of managers and supervisors relative to their position management responsibilities through formal classroom and one-on-one training.
Maintains necessary reference material including Position Classification and Job Grading Standards, OPM Operating Manuals and NGB regulations.
Performs other duties as assigned.
Requirements

Qualifications
GENERAL EXPERIENCE: Must possess experiences gained through civilian and/or military technical training schools within the human resources business programs; a validated understanding of the basic principles and concepts of this position; skill in collecting and analyzing data effectively, efficiently, and accurately; ability to clearly enunciate English without impediment of speech that would interfere or prohibit efficient communication; ability to write English in reports and presentation formats; ability to communicate clearly and effectively; skill in presenting formal training presentations and briefings; ability to assess body language and perceive emotional and/or distress levels; and, skill in applying procedures and directives by reading and interpreting program material.
GS-09 SPECIALIZED EXPERIENCE: Must possess at least one year of specialized experience equivalent to the GS-07 grade level or pay band in the Federal service of equivalent experience in the private or public sector that demonstrates your experience working with human resources programs related to federal civilian or military personnel programs; possess a working knowledge of organizational structures, and manpower standards, resources, and data systems; experience performing personnel program requirements that involve advising supervisors and managers; ability to use standardized analytical and evaluative methods and techniques sufficient to advise on and or resolve moderately complex, non-controversial and/or recurring position classification and position management issues; and ability to communicate both orally and in writing sufficient to develop and present organizational and position analysis to management and employees.
Education
Must possess a high school diploma or general education development (GED) diploma. An undergraduate degree from an accredited college/university is desired. A graduate degree from an accredited civilian academic college or from an equivalent professional military education school is optimum.
