THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a GS-0201-12 HUMAN RESOURCES SPECIALIST (CLASSIFICATION) (TITLE 5), Position Description Number T5017000 in SPMD 172D and is part of the MO Directorate of Human Resources. APPOINTMENT FACTORS: This is an Indefinite/Permanent (may retain current tenure if on-board) Excepted Service position. This is a non-bargaining unit position. . SEE NOTES UNDER CONDITIONS OF EMPLOYMENT BELOW.

Duties

Provides continuing position classification services to support organizations which are composed of positions performing work of a mental and judgmental nature such as that typical of professional, scientific, administrative and technical fields. Applies classification standards and supplemental guidance to determine title, series and grade. Applies a thorough and comprehensive understanding of classification principles and concepts to interpret and adapt classification guides to secure sound decisions on positions. Conducts on-site or telephonic reviews, prepares written evaluation statements as required by policy, and processes individual actions. Provides technical advice to assist managers and supervisors. Interprets and explains classification criteria, and prepares and/or presents advisory opinions on the classification of positions. Provides advice and assistance with classification appeal procedures, and assures that appeal packages comply with requirements. Provides technical advice to facilitate full and responsible management advisory services to assigned organizations such as planning and performing studies to identify long and short range personnel needs. Provides technical advice to facilitate full and responsible management advisory services to assigned organizations such as advising on organization structures to meet management needs. Provides technical advice to facilitate full and responsible management advisory services to assigned organizations such as solving problems dealing with morale, turnover, job dilution or expansion. Assists with planning and implementing reorganizations that frequently involve major mission changes or sweeping realignment of positions and personnel. Advises on organization structures, classification changes position/employee impact and related actions to assure regulatory compliance prior to implementing new structures. Anticipates problems that evolve from the complex and dynamic nature of organizations served and provides innovative solutions that accommodate managers’ needs without compromising fundamental personnel management principles. Applies comprehensive knowledge of classification and position management concepts, thorough understanding of assigned organizations, sound working knowledge of other personnel fields. Applies broad human resources management knowledge to identify and analyze problems, investigate and determine possible solutions, and prepare and/or present recommendations from a comprehensive management standpoint. Conducts position management and classification studies and surveys following established procedures to schedule, report and present results and recommendations. Researches organization and position structures, conducts on-site or telephonic reviews, and completes studies for reorganizations, application of new classification standards, consistency reviews, and other surveys for program review. Provides advice concerning principles and procedures of position management and classification to staff and to employees, supervisors and managers during the survey/study process. Provides advice and assistance on automated personnel programs and classification system and organization/position requirements of the Defense Civilian Personnel Data Systems (DCPDS). Performs other duties as assigned.

Requirements

  • If selected individual is in a Permanent status (Tenure 1 or 2) with the Missouri Army National Guard, that individual will retain their Permanent status.
  • If selected individual is in an Indefinite status (Tenure 3) with the Missouri Army National Guard, that individual will retain their Indefinite status.
  • Any other individual selected for this position will be Indefinite.
  • United States Citizenship is required.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Participation in direct deposit is mandatory.
  • Appointments of retired members of the Armed Forces as National Guard employees within 180 days of retirement requires a waiver approved by the Adjutant General of Missouri before an effective date can be established.
  • Management has the right to convert this position to permanent status without re-advertising.
  • Indefinite employment can be terminated with a 30 day notice.

Qualifications

GENERAL EXPERIENCE: Must possess experiences gained through civilian and/or military technical training schools within the human resources business programs; validated understanding of the basic principles and concepts of the occupational series and grade that includes skill in collecting and analyzing data effectively, efficiently and accurately; ability to clearly enunciate English without impediment of speech that would interfere or prohibit efficient communication; ability to write English in reports and presentation formats; ability to communicate clearly and effectively; skill in presenting formal training presentations and briefings; ability to assess body language and perceive emotional and/or distress levels; and skill in applying procedures and directives by reading and interpreting program material. GS-12 SPECIALIZED EXPERIENCE: Must possess at least one year of specialized experience equivalent to at least the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector that indicates working knowledge of organizational structures; manpower standards; manpower resources; manpower data systems; or, commercial services to include strategic sourcing. In addition to a high degree of analytical ability, must possess ability to apply a thorough and comprehensive understanding of classification principles and concepts to interpret and adapt classification guides to secure sound decisions on positions, conducts on-site or telephonic reviews, prepares written evaluation statements as required by policy, and processes individual actions; provides technical advice to assist managers and supervisors; and interpret and explain classification criteria, and prepare and/or present advisory opinions on the classification of positions. Must meet the non-supervisory GS-0201-12 qualifications above, PLUS, possess 12 months of career broadening human resources program experience in leading, planning and scheduling work in a manner that promoted smooth flow and even distribution of assigning work requirements. Must possess experiences that included training and guiding employees on human resources military or civilian programs tasks; effectively and efficiently plan and schedule; lead people and human resources personnel activities that included directing and assigning tasks and projects; and structure assignments to create viable procedures that resulted in measured and improved task processes.

Education

A high school diploma or general education development (GED) diploma is required. An undergraduate degree from an accredited college/university is desired. A graduate degree from an accredited civilian academic college or from an equivalent professional military education school is optimum.
